Study On Optimization Of The Mode Of "Four Districts And Five Centers" For Mandatory Isolated Drug Rehabilitation In K City

Since China’s reform and opening up,with the increase of the number of drug addicts,drug problems become a problem of drug management in our country.With the implementation of the Drug Control Law,the unified compulsory isolated drug rehabilitation system has replaced the compulsory drug rehabilitation in the charge of the judicial administrative organs and the public security organs,which,together with voluntary drug rehabilitation and community drug rehabilitation,constitute the main measures to solve this social problem in China at the present stage.However,China’s compulsory isolation and detoxification was transformed from the reeducation through labor system and developed late.In the process of development,China’s compulsory isolation system has faced many challenges.The high recurrence rate of addicts is the most difficult problem.So in recent years,various regions have made some beneficial exploration on different modes of detoxification.Based on the local experience,the Ministry of Justice has put forward a model of drug rehabilitation that can be used for reference--the mode of "four districts and five centers" for mandatory isolation drug rehabilitation,which has been promoted nationwide.After receiving the program,the compulsory judicial isolation and drug rehabilitation center in K City began to implement the materialized operation of promoting the drug rehabilitation model.This mode is a summary of experience and has been tested in practice,but it can’t be duplicated completely.It is inevitable to encounter problems in promoting the materialized operation of this model for Drug control Centers in K City.The research purpose of this paper is to find out the problems and optimize them.This paper starts with the operation of the unified drug rehabilitation model of the Ministry of Justice in the compulsory isolation drug rehabilitation center in K City.Based on the incentive mechanism theory and collaborative governance theory,this paper adopts research methods such as literature researches,questionnaire surveys and case interviews to study the characteristics,existing problems,causes and improvement countermeasures of the compulsory isolation "four districts and five centers" drug rehabilitation mode in the actual operation of K City.Taking the localized operation of the "four districts and five centers" drug rehabilitation mode in K city as the main line,this paper describes the emergence,guiding ideology and basic structure of the "four districts and five centers" drug rehabilitation mode.Through interviews with drug rehabilitation officers and drug rehabilitation personnel,the question settingof the questionnaire is determined.After the questionnaire survey,the questionnaire is analyzed,and combined with the interview results,four main problems existing in the operation process of the "four districts and five centers" drug rehabilitation mode in the compulsory isolation drug rehabilitation center in K City are proposed.First,the model lacks effective supervision in the operation of the K city drug rehabilitation center;second,the various departments of the K city drug rehabilitation center lack smooth coordination in this mode;third,the drug rehabilitation personnel cannot be effective in the specific operation Participate in the operation of the model;fourth,there is a certain gap between the professional abstinence level and the requirements of the model.Analyze the reasons.At this stage,the imperfect rules and regulations of the K city compulsory drug rehabilitation center lead to the lack of effective supervision of this model;the low degree of information technology also affects the cooperation between various departments;the management mode of the K city compulsory drug rehabilitation center The lack of effective incentives leads to poor enthusiasm and low participation of drug rehabilitation personnel;due to lack of talents and less collaboration with social organizations,the centers are currently poorly professional.Finally,through the above analysis,combined with the relevant theories learned in the public management course,based on the problem,the optimization suggestions are put forward.First,take multiple measures to improve the supervision system,refine the management to promote fairness and justice,secondly improve the incentive mechanism,and thirdly,target the various departments.The issue of collaboration puts forward that big data promotes the effectiveness of collaborative governance and promotes the efficient operation of drug rehabilitation models.Finally,strengthen cooperation and collaborative governance with NGOs for the problems of poor professional ability and after leaving the office.
