Research On The Problems In The Operation Of Small And Micro Power List System At The Village Level In Sheyang County

In recent years,the power of cadres in village organizations has gradually increased,which has led to more and more frequent corruption of small officials.In 2017,there were127 cases against discipline of village level organization cadres investigated and dealt with in Sheyang County,accounting for 32% of the total number of cases in the county;among them,101 people were punished by Party discipline and political discipline,accounting for 33% of the whole county.Although village officials are small,they directly contact the people,which is related to the implementation of the people-centered development concept.They must not let the corruption of small and micro power become a stumbling block to restrict rural development and Rural Revitalization.Since the 18 th National Congress of the Communist Party of China,it is required to put power in the cage of the system,which requires strengthening democratic supervision at the village level,and the "small and micro power" at the village level must be made public,which needs to be implemented into the small and micro power list system.The list system of "small and micro power" has innovated the rural governance mechanism.This system is to sort out and draw up the list and operation flow chart of the public power and service at the village level in the form of the list,introduce each public power and service into the operation flow,make the power operation transparent,the subject of responsibility clear,standardize the public power restriction and improve the supervision system through the establishment of the power supervision network 。 At the same time,it is also of great significance to explore democratic supervision at the village level,which makes the subject of supervision more extensive and the content of supervision more clear.Let villagers and village cadres communicate effectively by law.In this paper,Sheyang county uses the list system of "small and micro power" to play a role in the village governance system and capacity modernization.By using the methods of literature,experience and case study,we can find the problems,collect the data,analyze and summarize the solutions.Based on the problems and practical experience existing in the operation of the list system of "small and micro power" in Sheyang County,Yancheng City,this paper summarizes the implementation methods and achievements of the list system at the village level,focuses on the construction of the online supervision platform of the list system of "small and micro power" in Sheyang County,and puts forward corresponding countermeasures,so that this paper can enrich the supervision at the village level in theoryThe theoretical research on the system provides reference and reference for other places to implement the list system of "small and micro power" at the village level.
