Research On The Status Quo And Influencing Factors Of The Implementation Of "The Small And Micro Power List" In Xinliu Village,Bincheng District

The 18th National Congress of the Communist Party of China issued a series of documents to promote rural reform.The 19th National Congress of the Communist Party of China first proposed the strategy of rural revitalization,and the 20th National Congress of the Communist Party of China proposed to comprehensively promote rural revitalization.With the downward shift of the focus of national governance,under the background of the implementation of the national rural revitalization strategy,various undertakings in rural China have been developed.At the same time,the importance of strengthening grassroots party building and rural governance cannot be ignored.The 2018 No.1 Central Document clearly stated the important decision to implement the "small and micro power list".The "small and micro power list" is a response to the modernization of the national governance system,and also a response to the "grass-roots democracy in the whole process of development" of the 20th National Congress of the Communist Party of China.It is an urgent need for rural governance transformation and comprehensive promotion of rural revitalization.At present,China has entered a critical period of transformation of rural governance.The implementation of "small and micro power list" is the only way to accelerate the transformation of rural modernization.This paper selects the xinliu village in Bincheng District as the research sample villages,summarizes and analyzes the operation status of the xinliu village "small and micro power list" through field research,and uses the method of sampling survey to conduct interviews and questionnaires.It is found that the xinliu village has achieved certain results after implementing the "small and micro power list",and the current operation is also faced with the lack of endogenous motivation of villagers,the awareness rate of villagers is low,the enthusiasm of village cadres to be improved and the list is relatively static.On this basis,based on the perspective of villagers,using a combination of qualitative and quantitative methods,this paper discusses the influencing factors of the operation effect of the "small and micro power list" in xinliu village.The results are as follows:(1)Through on one-way analysis of variance,it is found that the villagers’ awareness of the "small and micro power list" affects its operation effect.The per capita disposable income and gender of the family have a significant impact on the villagers’ awareness of the "small and micro power list",while age and education level have no significant impact on it.(2)By using binary Logit regression analysis model,the nine independent variables finally produce different results: the four variables of the list perfection degree,the village cadres’ motivation,the villagers’ motivation and the diversified governance subjects show significance,which is an important influencing factor affecting the implementation effect of the "small and micro power list" from the perspective of the villagers;the degree of perfection of the list,the motivation of village cadres,the level of institutional supervision,the level of economic income,and the degree of government support have not reached a significant level,which will not have a noticeable impact on the operation of the xinliu village "small and micro power list".To sum up,this paper proposes the following countermeasures and suggestions: based on the reality,establish a dynamic list management mechanism;take scientific measures to improve the endogenous motivation of village cadres;mobilize the enthusiasm of villagers to participate in village affairs management;we will rationally implement the "one core and multiple" governance model and achieve the goal of "good governance";accurate publicity,increase the list of publicity;cultivate villagers’ awareness of the rule of law and build a "normalized supervision mechanism".
