| Since the reform and opening up,my country’s economic and social outlook has undergone earth-shaking changes.People’s living standards are getting higher and higher,and people are paying more and more attention to the improvement and promotion of their own lives.However,rural development has always been a shortcoming in my country’s economic and social development.From 2004 to 2021,the Party Central Committee and the State Council promulgated an annual No.1 document of the Central Committee and State Affairs Office on the "three rural"(agricultural and rural farmers)field.These eighteen heavy No.1documents are sufficient to show that the focus of the Party Central Committee’s work is In the field of "agriculture,rural areas and farmers",and for a long time in the future,the problem of "agriculture,rural areas and farmers" is still an important issue concerning the realization of my country’s socialist modernization and the overall goal of building a well-off society in all respects.In particular,in 2018,the Party Central Committee put forward the rural revitalization strategy,which clearly put forward the general requirements of "prosperous industry,livable ecology,civilized rural customs,effective governance,and prosperous life" [2018 Central Document No.1 "Opinions on the Implementation of the Rural Revitalization Strategy" 》],among them,ecological livability means to protect and construct the rural human settlements in rural areas.In 2018,with the release of the "Three-Year Action Plan for Rural Human Settlement Environment Improvement" issued by the central government,the provincial,city,and county governments successively formulated three-year action plans suitable for the development of the region,and the rural human settlement environment improvement work was carried out nationwide.Get up,the National Bureau of Rural Revitalization will be established in 2021 to carry out top-level design,planning and deployment of rural revitalization in rural areas across the country.Creating a better living environment for the people and enhancing farmers’ sense of gain has become one of the important contents of rural work.The construction of a good rural human settlement environment needs to be guided by the concept of green development,adapted to local conditions and scientifically planned.At present,green development in rural areas is an area that has been neglected,and there are still many problems that need to be resolved in the governance of the human settlement environment in rural areas.These problems are difficult "hard bones" for the construction of ecological civilization and "stumbling blocks" for rural revitalization.This article takes the rural revitalization strategy as the guide,takes the T district of Hengshui City as the research object,and takes the rural human settlement environment governance as the research content.The research is carried out in the context of the overall victory of poverty alleviation.The author went to some towns and towns in the T area to investigate and research the rural human settlement environment,comprehensively use the literal analysis method,the literature research method,the case analysis method,the investigation method and other methods to demonstrate,and elaborated that the T district of Hengshui City has carried out the self-improvement of the human settlement environment.Since the work,the village appearance has been improved and improved,roads have been hardened,domestic garbage disposal in a timely manner,and rural toilets have been renovated and other human settlement environmental factors have been significantly improved.However,there are still a series of problems,such as difficult village planning and slow progress.The villagers’ recognition is not high,the utilization rate of reconstruction facilities is not high,villagers’ income is low,and funds are lacking.There is still a lot of work to be improved and perfected in the governance of rural human settlements.In this article,combined with the actual situation of the T area,it explains the current status of the governance of the rural human settlement environment,the various problems that exist,sorts out the summary,comprehensively analyzes the causes of the problems,and proposes targeted improvements based on the successful experience of other regions.The countermeasures will contribute to improving the living environment in the rural areas of T District,improving the quality of people’s lives,and satisfying people’s yearning for a better life.The main content of this paper is divided into six parts.The first part is the introduction.It mainly introduces the research background and research significance,combs the research results of domestic and foreign research on the governance of rural human settlements,introduces the central concept of this paper,and briefly describes the paper Writing ideas and research methods.The second part is related concepts and theoretical foundations.It briefly discusses the concepts of rural revitalization strategy and rural human settlement environment governance throughout the whole text,and expounds the theoretical support of the three essays of ecological environment construction,rural revitalization,and "two-mountain theory".The third to sixth parts are the core parts of this article.They describe the measures taken and the results achieved by the T area in order to improve the current status of the rural human settlement environment,the problems that still exist after the governance and the analysis of the reasons,and the rural human settlements in other areas at home and abroad that can be used for reference.The successful experience of environmental governance,combined with the actual situation in the rural areas of T district,puts forward practical and feasible governance countermeasures. |
