Research On Rural Human Settlement Environment Governance Under The Perspective Of Rural Revitalization

The governance of rural residential environment is not only an important index to measure the quality of rural residents' life,but also an important way to realize rural revitalization.It's also an important measure to build a well-off society and beautiful countryside in an all-round way.This article takes national key poverty village,the demonstration village of residential environment–Dalu Village as study subject,and makes a comprehensive survey on the status quo of ecological environment,infrastructure construction,rural residents' opinions and public service improvement in Dalu Village by field research,interview and questionnaire survey.And it finds out the existing problems in the governance of residential environment to analyze the causes,so as to put forward the optimal measure of rural residential environment governance.The research shows that Dalu village has been effective in rural residential governance in recent years,though it is still not satisfying because there are some problems,such as the backward village planning,the lack of infrastructure construction,bad garbage disposal and bad sewage recovery,the great shortage of public service resources,the lack of construction and governance funds,the deep-rooted outmode conventions and customs of villagers and the weak willingness to participate and so on.We analyze the reasons,they are mainly due to the lack of awareness of the subject position in rural areas,the lack of publicity atmosphere,the weak willingness of villagers to participate,the low level of infrastructure construction and public services development,the lack of governance technology and models' standard,the need to straighten out the systems and mechanisms,and the need to solve investment gap.Combined with the experiences of advanced cases at home and abroad,this article focuses on economic development,ecological protection,comfort and livability,culture highlight and scientific governance these five perspectives,and puts forward five measures of promoting industrial development and raising villager's income,stimulating the subject position of villagers,expanding investment to improve facilities and enhance strength,focusing on planning and service to enhance soft power,and improving investment,management and supervision system.This research aims to explore the best way to manage rural residential environment from the perspective of rural revitalization,and finds some more comprehensive and more practical solutions to the solve the specific problems that being put forward in the practice of rural residential environment governance.
