Study On The Mechanism Of Constructing Public Order Climate In Fengqiao Experience

With the continuous improvement of China’s comprehensive national strength,the speed of development has stabilized,various forces at home and abroad are intertwined,and the public order situation has become increasingly complex.As an important practical result of the national governance system and governance capabilities,"Fengqiao Experience" has ensured and promoted the sustainable and healthy development of society since its inception.It has played an important role in maintaining social order and has set off a wave of learning Fengqiao experience in various places.However,due to the different internal and external conditions,the application field of Fengqiao experience has its limitations.During the promotion process,some "difficult to implement" problems appeared,including the fact that the promotion is only formal,the learning process is rigid,and the incompatibility caused by the difference of the original mass base,social consensus,and role positioning cannot be replicated,etc.Throughout the history of the Fengqiao experience,one of its major successes is to create a public order climate in the field.In this climate,people’s subjective perception of public order will be clearer,public order participation awareness will be stronger.It is necessary to refine the replicable elements "public order climate" when promoting the application of Fengqiao experience.To solve the problem of Fengqiao experience promotion and promote the construction of the discipline system of public order,the concept of public order climate need to be put forward from the academic theory to make the research of public order climate more theoretical and instructive.By using document retrieval methods,interview investigation methods,and induction methods and other research methods,the concept and composition of the public order climate could be clearly defined.The definition of public order climate is an atmosphere with public security characteristics formed in a certain field.It is a subjective perception of public order formed by the government,social organizations,citizens and other social members through repeated contacts and the tendency of public security groups is guided by this perception.Among them,the subjective perception of public order can be subdivided into the perception of public order subject,public order object,public order norms,public order behaviour according to the structure of public security order,and public security group tendencies can be divided into two aspects: group thinking tendencies and group behavior tendencies.Behavior is the presentation of thinking,and the two are in a progressive relationship.The public order climate is conscious,subjective,inclined,dynamic,interactive,and instrumental,which is reflected in many historical thoughts,systems,and theories.According to the composition of the public order climate,combined with Fengqiao experience and work model,it can be analyzed and explored its construction mechanism,and also be proposed specific measures to create a public order climate in actual work.The measures could be illustrated as broadening the subject of public order,scientifically defining functions,forming the type of public order object,improving the informal public order standard system,establishing public order behavior supervision,rewarding and guidance mechanisms,establishing a group tendency monitoring mechanism,cultivating “public order participant”social role awareness,and developing public order culture with Chinese characteristics.The question of evaluation scale and "degree" that may be encountered in future work should also be explored,with a view to making a more far-reaching contribution to creating a good public order climate.
