Analysis And Enlightenment Of Drug Policy In Taiwan,China

The increasingly severe drug problem has become a worldwide issue,for which each country and region have formulated corresponding drug policies.Regarding the understanding of drugs and drug control,Chinese mainland and Taiwan region have similar development process and attitude.Taiwan region has constructed similar system with Chinese mainland in combination with local resources,but there are differences in specific measures.At present,the drug problem in Taiwan region is still severe,and the level of drug prevention and control is wide and complex.In response to the problems of globalization of drug abuse and complication of drug crimes,Taiwan region put forward the anti-drug strategy of "Prioritize on reducing(drug)demands,and suppress supply-demand in a balanced manner",and the drug prevention and control work is divided into four major work areas,namely "rehabilitation" "resistance" "prevention" and "investigation".It has carried out active exploration in reducing illegal drug supply,reducing demand for illegal drugs and reducing the harm caused by drugs,and achieved certain results.This paper is divided into five parts: the first part defines the drug policy,the concept of drugs in Taiwan region and drug policy;the second part longitudinally reviews the evolution of Taiwan region’s drug policy,and analyzes the reasons of the transformation;the third part explains in detail the anti-drug strategies adopted by Taiwan region from three aspects of reducing illegal drug supply,reducing the demand for illegal drugs and reducing harm caused by drugs.The specific contents include drug classification system,the crackdown on drug crimes,the prevention and treatment of drug addiction and the specific measures to reduce the harm of drugs;the fourth part analyzes the effectiveness of the anti-drug strategy,and summarizes and evaluates the experience and deficiency of the anti-drug strategy in Taiwan region;the fifth part,combining the actual situation of drug control work in Chinese mainland,compares with the drug control policy in Chinese mainland,and puts forward targeted and feasible suggestions for the optimization and development of drug control work in Chinese mainland.
