Research On The Perfection Of Juvenile Justice System In China Under The Background Of Decreasing Age Of Criminal Responsibility

With the arrival of the information age,the cases of juveniles endangering the society are frequent.Whether on the Internet or in daily life,the discussion of juvenile delinquency is constant,Once again bringing the issue of improving the juvenile justice system to the forefront.Juvenile delinquency not only endangers social order,but also,more importantly,poses a serious threat to the future of the country.The urgency to solve this problem is self-evident.In view of the general tendency of early puberty among teenagers,the juvenile crime situation is quite severe and presents many new characteristics : The trend of younger age of crime is becoming more obvious,the subjective malignancy of crime is increasing,the means of crime are becoming more complex,and violent crimes are becoming more common.The 20 th Session of the Standing Committee of the 13 th National People’s Congress(NPC)will review the draft Amendment to the Criminal Law on June 28,2020,and the second review will be held on October 13.On December 22,the third review of the 11 th draft of the Criminal Law Amendment and the third review of the revised Law on the Prevention of Juvenile Crime were submitted to the Standing Committee of the National People’s Congress for deliberation.Both revisions and improvement were adopted by voting on December 26.The Law on the Prevention of Juvenile Delicency has also been amended to stipulate that parents or other guardians of minors shall perform their duty of guardianship in accordance with the law and strengthen the duty of educating minors in the prevention of crimes.Establish a good family style,cultivate the good conduct of minors.In order to deal with the current social problems,the law is also making corresponding amendments to keep pace with The Times."No judicial system,knowledge and techniques can be written down on paper,their functioning and effectiveness must and can only be carried and conveyed through the work of the judges of the grassroots courts and his/her work."
