grassroots cadres is also increasing.The problem of corruption at the rural level is becoming increasingly prominent.Village cadres do not perform their duties in accordance with the law,violate the rights of the masses,illegally transfer and misappropriate the collective resource assets Illegal use of collective funds and other cases of discipline violations are frequent.In recent years,B Town,Gaoyao District,Zhaoqing City,in accordance with the requirements of the Central Committee,the provincial Party committee,the municipal Party committee and the Discipline Inspection Commission at a higher level,has seriously investigated and dealt with the problem of corruption around the masses,and a number of village cadres who violate discipline and law have been punished by Party discipline and law.In accordance with the work requirements of "dare not corrupt,can not corrupt,do not want to promote the integration of corruption",explore and establish a set of rural small and micro power supervision mechanism integrating education,system,supervision and punishment,and put the rural "small and micro power" in the cage in the sun.This paper takes the implementation of rural small and micro power supervision in B town of Gaoyao District of Zhaoqing City in recent years as the research object,and understands the implementation of various measures and systems through field research.B town of Gaoyao District of Zhaoqing City has made great efforts to implement supervision measures in five aspects,set up a set of supervision mechanism integrating education,management,supervision and punishment,and standardize the honest use of power of rural cadres.The first is to build a strong ideological line by establishing the "five ones" education mechanism;Second,strengthen the supervision of official seal,improve the "three capital" transactions in rural areas,standardize the financial disclosure of party affairs and village affairs,formulate the power list system of small and micro businesses,and build the system supervision network;The third is to actively carry out village level inspection work.The Party committee of B town organizes relevant departments to carry out village level inspection on 30 villages(communities)under the jurisdiction of B Town,and strive to get through the last mile of comprehensively and strictly administering the party;Fourth,strengthen the organization construction,enhance the efficiency of village Party organizations and village affairs supervision committee,and strengthen the sense of duty performance;Fifth,set up the village level discipline inspection and supervision post,put the supervision function in front,complement with the Discipline Inspection Commission of town B,and effectively promote the supervision work.Through in-depth analysis of the status quo of the implementation of rural small and micro power supervision in B Town,Gaoyao District,Zhaoqing City,three problems are found.First,the supervision of village level supervision institutions is weak,leading to the supervision effect is not obvious;Second,the villagers as the main body of supervision appear empty,supervision of village affairs enthusiasm is not high;Third,the implementation of some supervision measures for the power supervision of small and micro businesses has increased the operation cost.There are three reasons for the above problems: first,the members of the village affairs supervision committee are weak in ability and democratic supervision consciousness;Second,villagers are unwilling,afraid and not good at supervision;Third,the power list of small and micro businesses has not been adjusted according to the actual situation of each village,and has not been adapted to local conditions.For these problems and reasons,the author puts forward four suggestions: first,improve the ideological understanding of the members of the village supervision committee,select the excellent and strong personnel,strengthen the professional training and formulate the annual assessment mechanism,so as to effectively improve the quality and ability of the members of the village Supervision Committee;Two,we should broaden the channels for mass supervision,explore and develop software for village supervision,use the Internet plus technology to help the masses supervise,reduce the supervision costs of the masses,and make comprehensive use of the system and technology to enhance the effectiveness of democratic supervision.Third,dynamically adjust the power list process of rural small and micro businesses,increase or decrease items in time,and appropriately adjust the contents of the list and the standards of the process;The fourth is to strengthen the functional supervision of various departments,improve the village level financial audit mechanism,focus on finding problems and timely rectification in combination with village level patrol work,bring anti-corruption into the personal credit system,establish the property declaration and publicity system of rural cadres before taking office,and jointly build a joint supervision system network. |
