| Rules play a very important role in the operation of society and the development of organizations.The rules in public organizations will restrict and regulate their internal public officials,and public officials will also choose to comply with or violate the rules under the influence of many factors.The regular behavior of public officials has important theoretical value and practical significance for public administration research and public organization management practice.The rules and behaviors of public officials are complex and diverse,but from the main context,they can be divided into compliance with rules and violations of rules.Under what circumstances will they comply with the rules,and under the influence of what factors will they choose to follow the rules or violate the rules? This is the starting point of this research.Public officials at the front line of the grassroots will show more unique characteristics in response to rules due to the complex working environment they are in.Therefore,this article takes public officials at the front line of the grassroots as the research object and analyzes the factors that affect their regular behavior.Based on the theory of effective rules and street bureaucracy,this article mainly analyzes the influence of the five attributes of rules on the willingness of street-level public officials to comply with the rules.The article first explains the background and significance of the research,the current research status of Chinese and Western scholars,and the theoretical basis and related concepts that support the research,and points out the difficulties and innovations of the research.The main body of the research is divided into two parts.The first part is a quantitative study.By constructing measurement indicators and designing questionnaires,a questionnaire survey was conducted among the staff of 3 neighborhood offices and 15 community/village committees in Anning District,Lanzhou City.Using the data collected from the empirical investigation,with the help of SPSS22.0 statistical analysis software and the Ordered Probit analysis model,the research hypothesis of the influence of the five rule attributes on the willingness of street-level public officials to comply with the rules is verified.The second part is a qualitative study.Through interviews with some grassroots public officials in Anning District,Lanzhou City,case writing and analysis are carried out using the collected interview data.Synthesizing the triangular mutual evidence of quantitative research and qualitative research,the research results formed all illustrate the degree of influence of the five attributes of the rule on the willingness of street-level public officials to comply.The study found that among the five attributes of the rules,consistent application has no significant impact on the willingness of street-level public officials to comply with the rules,while the remaining four attributes : written rules,effective means-ends relations,optimal control,and the understanding of the purposes of the rules will have a significant and positive relationship with their willingness to comply with the rules.In addition,the study also included socio-demographic factors as a controlling factor in the analysis,and found that age and political outlook have a significant impact on the compliance willingness of street-level public officials.The paper finally formed the research conclusion and put forward the research deficiencies. |
