The Construction Of China’s Environmental Police System

There are many problems in China’s environmental supervision and management system.Such as fine punishment,weak law enforcement.Since these problems have not been solved effectively,which makes environmental pollution more and more serious.In practice,in order to solve this drawback,various provinces and municipalities have established the environmental police force to combat environmental crimes and assist the environmental protection department in law enforcement.However,China has not really established an environmental police system at this stage.In practice,the name and setting of the environmental police are not uniform,which has led the environmental police to face many difficulties in the law enforcement process.In this context,how to construct China’s environmental police system is an inevitable problem at the moment.Based on the review of relevant materials,this paper is divided into four parts to study the related issues of the environmental police system.The first chapter is an overview of the environmental police system.Firstly,it analyzes the meaning of environmental police and points out that environmental police is the armed force to prevent and detect environmental crimes.Thirdly,it analyzes the positioning of environmental police in environmental supervision and environmental justice.Finally,it analyzes the value of setting up environmental police system.The choices include five: environmental rights,environmental order,environmental safety,environmental justice and environmental efficiency.The second chapter is the practice analysis of the setup and operation of local environmental police in China.This part sorts out the setting of the local environmental police team in China,and analyzes the problems existing in it,such as low legal level,inconsistent institutional setting standards,unclear responsibilities and lack of police equipment.The third chapter is about the development status of foreign environmental police system and its enlightenment to China.First of all,this chapter examines the development status of the environmental police system in Germany,France,the United States and Russia,and on this basis summarizes the beneficial enlightenment of the foreign environmental police system to China.The idea of building an environmental police system in China.Based on the advanced experience of the foreign environmental police system,this part combines various viewpoints of scholars to make recommendations for the construction of China’s environmental police system,and develops a series of issues such as the enforcement basis,institutional setup,and composition of police officers of the environmental police.set forth.
