Global Cyberspace Governance Dilemma And China’s Countermeasures

Global cyberspace governance is the key area of global governance research.Since the birth of Internet,the rapid formation of global network space has greatly reduced the communication cost among counties,compressed the distance between time and space,and made the original production and lifestyle have undergone great changes.Global cyberspace has brought unprecedented development opportunities to the international community,and inevitably leads to new risks that are difficult to control.It puts forward higher requirements for how to carry out global governance effectively and comprehensively.With the increasing importance of the global Internet,not only governments invest a lot of capital to implement cyberspace governance,but also non-state actors strive to participate in the construction of international network governance mechanism.Global cyberspace has become the battlefield of international power competition and interest competition.Since 1990 s,the international community has begun to study the dilemma of cyberspace governance.Because the historical reasons of the "North South gap" and the Internet differences that are difficult to bridge,and the global network space governance scheme has not yet been mature.The existing international rules are not internalized in the Internet actions of most actors.The interlacing of power and interests behind the network and has made the global cyberspace governance into bottleneck and stagnation.The governance difficulties such as the decentralization of cyberspace power,hegemony and cultural constraints are becoming more and more serious.Developing countries being pushed out of the edge of the Internet governance agenda.The original intention of global network to benefit the world has deviated.The Internet has become a tool for Western powers to separate the world and seek benefits.Under this environment,how to solve the dilemma of cyberspace governance.And it is important that establish a safety global network space.First,this paper combs the formation process of global cyberspace and the transformation of network politicization.Besides,this paper analyzes the theory of global network space governance,and analyzes why global cyberspace has become an important new region that the international community cannot avoid.It is pointed out that the existing network governance theory is scattered in philosophy,sociology,politics and international politics,and it is not enough to solve the Internet dilemma.Then,the paper analyzes the situation of cyberspace governance,and the dilemma of global cyberspace governance from many aspects.Such as governance rules,the influence of China’s rise and the formation of international soft law.In the face of the difficult to bridge digital divide,Balkanization,international double standards,and uncertain sovereignty in Internet.The governance model in network has not had a positive effect on solving the Internet governance dilemma,such as the United States,Russia,EU and other actors.Most of them take their own interests as the starting point to conduct Internet governance actions.Finally,it is proposed that the construction of "community of network space destiny" is an effective way to solve the dilemma in network space.As a responsible power,on the basis of its own strength development,China is committed to building a community of shared destiny in cyberspace,and tries to make the world people enjoy the benefits brought by the global network.This has a certain practical significance for maintaining the stability of cyberspace.
