| As a traditional agricultural country,China has always attached great importance to the development of agriculture.Even with the rapid growth of urbanization today,the country still emphasizes the importance of the countryside,as can be seen from the Central No.1 Documents for many years that are all about agriculture and rural areas.It can be said that whether the rural areas are stable or not is related to the stability of the entire country and society.Rural crime is one of the biggest factors affecting rural social stability.Rural crime is one of the biggest factors affecting the stability of rural society,and the governance of rural crime is an important part of the governance of the whole society.How to improve the rural crime management mechanism to ensure that the vast number of farmers live and work in peace and the rural society is stable is a challenge facing the current society.Taking the theft crime which accounts for the largest proportion in the rural crime as the object,this paper adopts literature method,experience summary method,data analysis method,case analysis method,etc.,and takes the rural theft crime data of Q City,Sichuan Province as the sample to analyze the characteristics and causes of the rural theft crime in that city.On this basis,this paper discusses the current problems existing in the rural governance crime in patterns mechanism,such as: unified governance occupies a dominant position,lack of full-time resources,unsound grassroots organizations,poor multi-head governance effects,insufficient participation of social forces,imperfect governance mechanisms,insufficient incentives,incomplete guarantees,and the predicament in economics,population,culture,materials,technology,etc.According to the problems in the governance of rural crimes,the author combines the ideas of rural revitalization strategy with the theory of public governance and crime prevention.Under the guidance of Xi Jinping’s thoughts on the rule of law in social governance,this paper takes the rural revitalization strategy’s policy on safe rural construction as the direction,draws on the theory of good governance,situational crime prevention theory,multi-institutional cooperation crime prevention theory,draws on the characteristic "Fenglin’s experience" and excellent crime governance experience at home and abroad,and proposes that the current rural crime governance should build a multiple synergistic comprehensive governance pattern.First,further improve the model of the comprehensive management system for multiple synergy in rural crime.It is necessary to transform the governance system from administrative control to social governance,and establish a diversified and coordinated comprehensive governance suitable for rural characteristics.Second,further consolidate the main body of the comprehensive management of rural crimes.It is necessary to continue to strengthen the construction of grass-roots organizations,strengthen the full-time crime governance force under multiple coordination,and support social forces to participate in the multiple coordination governance of rural crime.Third,further improve the objective conditions for the comprehensive management of rural crimes in a diversified manner.Through rural revitalization,economic,population,culture and education,and other restrictive factors,we must continuously improve rural crime management and modern physical defense measures.Fourth,to effectively innovate the working mechanism for the multiple,collaborative and comprehensive management of rural crime.It is necessary to establish measures such as a mechanism of "strong performance of party and government responsibilities,proper social participation,mutual coordination and harmony,adequate supervision and guarantee,and scientific assessment and evaluation".Through the discussion of rural crime governance,the author hopes to contribute to the smooth implementation of the rural revitalization strategy and the promotion of the modernization of the national governance system and governance capabilities. |
