Research On The Countermeasures To Play The Role Of The Main Body Of Rural Multiple Governance

With the development of economy and society,the subjects of rural governance in our country are constantly changing and changing,showing a change rule from one yuan to multiple yuan.This transformation from a single-center governance model to a multi-center governance model can effectively solve the diversified and personalized demands of rural society and meet the growing needs of the vast number of farmers for a better life.Specifically,the current multi-subject governance in rural society mainly includes township party committees and governments,village committees,non-governmental organizations,rural elites and ordinary villagers.How to balance and coordinate the multi-subject relationship determines the effectiveness of rural governance.However,there are still some bottleneck problems in how to ensure the multi-subject to play its role in the rural social governance practice.The Party Central Committee with General Secretary Xi Jinping at the core has put forward the goal of establishing and improving a modern rural social governance system with Party committee leadership,government responsibility,social coordination,public participation and legal protection.This paper takes the role of rural multi-subject as the breakthrough point,and through the method of literature research,analyzes the relevant theoretical basis of rural social governance multi-subject,explores the historical evolution law of rural governance in China with historical analysis method,and conducts theoretical research on the existing rural village governance subject from authoritative and non-authoritative perspectives according to structural analysis method.This paper innovatively selects village h in Qingdao city,a typical case that has gone through the transition from weakness and laxity to civilized villages in the whole country as the research object,and more truly analyzes the village management experience of multiple governance subjects such as township government,village two committees,non-governmental organizations,village elites,ordinary villagers,etc.from the micro level,and sums up the following existing problems.First,the coordination and interaction between township and village governments are not smooth,resulting in work constraints.Second,the relationship between the two committees in the village is unbalanced,which is easy to cause contradictions.Third,the development of rural non-governmental organizations is lagging behind and their role is not fully played.Fourth,the governance capacity of rural elites is insufficient and needs to be further improved.Fifth,ordinary villagers lack the consciousness of the main body and the role of self-government is weakened.The study found that five countermeasuresand suggestions should be put forward: to improve the governance level of each subject,to solve various difficult problems,to transform the functions of township government,to build a team of two committees with strong working force,to actively cultivate and develop rural non-governmental organizations,to reasonably guide the healthy development of the rural elite,and to improve the self-control level of rule of law and morality of ordinary villagers.
