At present,our country is in the period of social transformation,all kinds of social conflicts and disputes are increasing,national policy adjustment,changes in the pattern of interests,there are many unprecedented social contradictions,the conflict of contradictions and the antagonism of social relations seriously affect social stability and development.Social management is facing new situations and new problems.We must deepen the reform,realize the transformation from traditional social management to modern social governance,and explore a new mode of resolving social conflicts and disputes."the Docking of Public Security Organs and Community Mediation Agencies " is the connection between people’s mediation and administrative mediation,"public" refers to the police station,"mediation" refers to the people’s mediation,is a kind of public security organs receiving and dealing with the police and people’s mediation,not only plays the advantages of people’s mediation,but also effectively makes up for the lack of heavy tasks and scattered energy of public security organs,more conducive to creating a harmonious and stable social environment.Pidu district adopts the "resident system",in which people’s mediators enter the police station to find the signs of conflicts and disputes at the source and deal with local social conflicts and disputes nearby.The specific approach is: in 110 police reception,the public security organs transfer the non police disputes that do not belong to the scope of public security organs’ responsibilities to the people’s mediation organization for mediation,which can not only effectively divert the non police disputes,release the police force,relieve the pressure of police situation,but also timely resolve the contradictions and disputes at the grassroots level.In 2016,Pidu District deepened the development of "public mediation docking" and established the "three institutes and one court"(judicial office,police station,law firm and people’s court)joint mediation people’s mediation committee.The "three institutes and one court" joint mediation mode gave full play to the professional advantages of lawyers and effectively integrated public legal service resources such as judicial office,police station,law firm and people’s court,In Pidu District,a way of resolving conflicts and disputes with complementary functions and seamless connection has been formed.This paper takes " the Docking of Public Security Organs and Community Mediation Agencies " in Pidu district as the research object,through case analysis,literature analysis and other research methods,starting from the current situation and effectiveness of "public mediation docking",finds out the existing problems of "public mediation docking",analyzes the reasons,and puts forward countermeasures and suggestions,so as to provide new ideas and new paths for promoting Pidu district’s conflict resolution.The research shows that there are still some problems in the "public mediation docking" of resolving contradictions and disputes,such as the nonstandard transfer procedure of contradictions and disputes,the limited diversion of contradictions,the small number of judicial confirmation,and the low enthusiasm of lawyers to participate in mediation.In view of the existing problems,this paper puts forward countermeasures and suggestions one by one,mainly including improving the security system,improving the linkage mediation network system,and enhancing the legal effect of people’s mediation“ As a new mechanism to solve disputes at the grassroots level,"public mediation docking" is the product of judicial construction in the new era.Its existence improves the ability of public security organs to solve disputes among the masses,which is of great significance for stabilizing the people and stabilizing the society.
