Research On The Mediation And Docking Mechanism Between Public Security Organs And Judicial Administrative Organs

For a long time,the public security organ to undertake a large number of disputes cases,the cases of this kind of took most of the public security organ police force and energy,and lack of experience and professional team,sometimes not only meet the needs of the contradictory dispute mediation,it affected other policing of the judicial administrative organ on the disputes resolving has perfect people's mediation organizations and many years of experience,but the masses are more used to 110 to solve the problem,cause people's mediation failed to exert its maximum effect.The report to the 19 th national congress of the communist party of China(CPC)pointed out that we should strengthen and innovate in social governance,strengthen mechanisms for preventing and resolving social conflicts,and build a pattern of social governance featuring joint efforts,common governance and Shared benefits.How to give full play to the fundamental role of the people's mediation,the dispute of simple effective resolve at the grassroots level,the joint strength specializing in major difficult dispute,lead dispute mediation fails in the legal process,and save the police force,alleviate the pressure of the litigation,reduce disputes over the handling of complaint reporting within their respective jurisdictions,achieve the new target of the new era of social governance,is a topic worth project.Paper based on the public security organs and judicial administrative organs set up mediation of docking mechanism,the public security mediation between the people's mediation and set up a bridge case is transferred for resource sharing,this kind of work mode was carried out in many areas,some effective exploration and development in the process,some successful experience,also exposed some problems.This paper summarizes the development of the mediation and docking mechanism between the public security organ and the judicial administrative organ and analyzes it.Thesis mainly divided into three parts,the first part is the public security organs and judicial administrative organs mediate docking development present situation,from social background to carry out the situation and the questionnaire,the public security organs and judicial administrative organs mediate docking mechanism,introduces the related concept definition of limitations from the social environment department disputes multivariate resolution mechanism carried out three aspects to analyze its background,summarizes the current docking with address type in type wheel in three kinds of operation mode,leadership management linkageoperation support help solve four operation mechanism,Active prevention,active resolution,active communication,active return visit,and two surveys were conducted.The second part analyzes the problems and causes of the mediation connection between the public security organ and the judicial administrative organ,and finds the problems in the mechanism,personnel,team,mediation system and work development,and analyzes the causes theoretically and practically.The third part is the thought of perfecting the mediation docking mechanism.It puts forward some thoughts on perfecting the mediation docking mechanism from three aspects of the construction of the concept workflow platform,so as to make it play its role better.
