The reconstruction of Somalia is a classic case of externally-led national reconstruction,and the regional power Ethiopia plays a unique and important role in this.The time span of Ethiopia’s involvement in Somalia and the variety of methods make it distinctly different from other involvement actors.More importantly,Ethiopia’s involvement in the reconstruction of Somalia has undergone continuous role changes.The reason for each role change is to adapt to the situation in Somalia at the time and make adjustments in line with its own interests,which essentially reflects a kind of Esso’s mutual construction.relationship.At the same time,as for the reasons for Ethiopia’s persistent involvement in Somalia,there are not only interim reasons,but also deeper overall reasons that drive it to continue to involvement.This article starts with the process of Ethiopia’s involvement in the reconstruction of Somalia,and divides the process of its involvement in the reconstruction of Somalia into different stages through role differentiation.It explains the motivation of Ethiopia’s involvement from the perspectives of the overall and staged reasons,and then analyzes the influence of Ethiopia on the reconstruction of Somalia.The author believes that Ethiopia’s influence on the reconstruction of Somalia is reflected in two aspects: on the one hand,Ethiopia’s interference established and consolidated the dual-track reconstruction model of Somalia’s national reconstruction and local reconstruction,thereby laying the foundation for the establishment of Somalia’s “federalism”.Somalia also As a result,a situation in which external forces dominate national reconstruction and internal forces dominate local reconstruction;on the other hand,as Ethiopia’s involvement continues to escalate,its confrontation with Somalia’s internal power has also increased,resulting in continuous negative consequences.appear.Among them,the armed intervention in 2006 has a far-reaching impact.This intervention directly undermined the spontaneous power integration and national reconstruction behavior in Somalia,resulting in the extreme alienation and fierce resistance of Somalia’s internal power represented by the Al-Shabaab,which was against Somalia and even later.Regional security poses a huge threat.Somalia’s current reconstruction situation is shaped by the intentional or unintentional actions of all parties inside and outside,and it has developed in the game of internal and external power.In the future,Somalia will still have to face conflicts between internal and external forces on rebuilding concepts,which is essentially a conflict between Somalia’s traditional and modern countries.In addition,Ethiopia always takes the weakening of Somalia as its main goal,so it intends to maintain and solidify the local Somali attributes of various clans.Whether the internal forces of Somalia can completely take over the leadership of Somali national reconstruction in the future depends on the unity and unity of local clans.This article takes the different periods of Ethiopia’s involvement in Somalia as a clue.The introductory chapter focuses on the origin and significance of the topic,and reviews the domestic and international research literature.The main body of the article is divided into five chapters:Chapter 1 analyzes the reasons for Ethiopia’s involvement in Somalia in general,and explores the specific reasons and processes of its secondary involvement;Chapter 2 focuses on the three Somali reconciliation conferences in which Ethiopia participated,and analyzes the process of its involvement as a conflict mediator;Chapter 3 takes Ethiopia’s two large-scale armed interventions in Somalia as the target,and explores the reasons and processes of its transformation into an armed intervener;Chapter 4 compares the reasons and processes of Ethiopia’s transformation into an armed intervener.In Chapter 4,Ethiopia’s involvement and role in the restoration of state functions in Somalia,especially the adjustment of its policies,are analyzed,and in Chapter 5,the impact of Ethiopia’s long-term involvement in Somalia is explored in terms of the reconstruction model and the change of internal power in Somalia.
