Rearch On The Supportive Policies Of Family Caregivers For The Elderly In The Cities Of China

Family support for the elderly is the most important way in China,which plays a very important role in coping with the crisis of population aging and relieving the pressure of support for the aged.Therefore,our government needs to increase the support and security of family pension,so that more elderly people can stay at home.However,due to the change of family structure and the increase of floating population,the weakening of family support function begins to appear.It is urgent for China to establish and improve family support policy to promote the development of family support.At present,the family support policy is mainly for the elderly,but as the main force of care for the elderly,the family caregivers of the elderly get less policy support,and there is a lack of legal protection for the family caregivers of the elderly.The pressure and difficulties faced by the family caregivers of the elderly in the care process urgently need the government to take favorable measures to give support.This paper first analyzes the support needs of urban elderly family caregivers in China,such as economic support needs,physical and mental pressure relief needs,care knowledge and skills training needs,work family conflict balance needs and so on,and combs the content of supporting policies for urban elderly family caregivers in China,such as economic support policy,service support policy,psychological support policy and time support policy Compensation policy,etc.Through the analysis,we find that there are some problems in the supportive policies for urban elderly family caregivers in China,such as the lack of legislative support for policy-making,the lack of legal protection for the interests of caregivers,the lack of top-level design of policies and the single support mode,the imperfect demand assessment system,the lack of targeted policy support,the serious tendency of policy fragmentation,and the lack of communication and cooperation among departments.Based on the experience of western developed countries,this paper proposes that we should improve the supporting policies of urban elderly family caregivers from the following aspects:increasing legislative support to protect the rights and interests of elderly family caregivers;establishing demand assessment system to enhance policy pertinence;guiding the participation of the main body to strengthen inter departmental exchanges and cooperation;improving the quality of urban elderly family caregivers;Strengthen policy design and planning,improve the content of policy support.This paper has 1 figure,11 tables and 72 references.
