| For a long time,the excessive marketization of housing has caused the "sandwich" group to attract social attention.This also includes the "sandwich layer" group of civil servants.This part of the group mainly includes newly hired civil servants without housing and some civil servants who have exchanged positions.Solving the practical difficulties of the "sandwich" group of civil servants on the housing problem is conducive to stabilizing the ranks of civil servants and enhancing the credibility of the government.The theory of the right to adequate housing and the theory of public products show that it is the responsibility of the central and local governments to solve the housing security problem of the "sandwich" group of civil servants,and it is also an important task to improve the management of agency affairs.To this end,the relevant ministries and commissions of the State Council and local governments at all levels have conducted various explorations on the construction and management of civil servants’ turnover houses,and issued a series of related policies.Through the review of the evolution of my country’s civil servants’ turnover housing policy and the survey and interviews on its implementation status,it is found that the formulation and practice of the civil servants’ turnover housing policy in Hubei,Hunan,Shandong,Fujian,Jilin,Anhui,Heilongjiang and other provinces have helped solve the "sandwich layer" of civil servants The housing problem of the group has played an important role,but there are also many problems in policy design,housing preparation,supporting measures,supervision and management,etc.In order to strengthen the construction and management of turnover housing for civil servants,it is necessary to strengthen government responsibilities.Relevant departments should optimize the existing policies of civil servant turnover housing,further improve the top-level design and supporting measures of the policy,establish a long-term mechanism of "layered policy implementation",and improve the construction of turnover housing-Distribution-exit dynamic management mechanism throughout the whole process,and strengthen the supervision of turnover housing security responsibilities. |
