Research On The Use Of "four Forms" By The County Level Discipline Inspection And Supervision Departments To Carry Out Supervision And Discipline Enforcement Work

Since the 18 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has intensified efforts to improve Party conduct,clean government and fight corruption,and the requirements for comprehensively governing the Party with strict discipline have been escalating.The "four forms",as the strategy and guideline for carrying out supervision and discipline enforcement,were formally included in the Party’s laws and regulations.The "four forms" scientifically answer the questions of "how to enforce discipline and why to supervise",profoundly answer the doubts existing in the process of supervision and enforcement of discipline and supervision by the staff of discipline inspection and supervision,and guide the implementation of supervision and enforcement of discipline and accountability work.The "Four Forms" are new requirements and new systems proposed by the CPC Central Committee under the new situation of combating corruption and building a clean government,with a view to comprehensively strengthening Party self-governance and improving Party conduct and integrity.According to the deployment,the Discipline Inspection Commission and Supervisory Commission of W County consciously applied the "four forms" to carry out the supervision and discipline enforcement work,and achieved some results.However,some problems arose in the process,resulting in the failure to give full play to its role.In this paper,W County Commission for Discipline Inspection and Supervisory Commission as the object,the use of supervision and discipline enforcement "four forms" to carry out the work of comprehensive strict governance of the party to conduct an empirical investigation,study its implementation process and effectiveness.Through the form of questionnaire survey and in-depth interview,field investigation and research are carried out.According to the investigation,in the use of supervision and discipline enforcement "four forms",through the implementation of the normal use of organizational measures,the introduction of relevant work methods,the normal implementation of supervision,combined with the actual implementation of special governance and other ways,in the supervision and management of Party members and cadres and discipline enforcement work has achieved certain results.However,in the process of concrete implementation and application of the "four forms",there are still problems such as the implementation of the main responsibility is not in place,the quality of application is not high,the application of measures become a mere formality.The reason is that the change of ideas is not timely,the cadre’s ability and accomplishment is short,the supporting implementation rules are not perfect,the initiative as a lack of awareness and other aspects,resulting in the use of the "four forms" to carry out supervision and discipline enforcement work has not reached the expected effect of anti-corruption and clean government work under the new situation.Finally,for W county commission for discipline inspection supervisor committee in the use of the main problems existing in the "four kinds of form",in this paper,through accurate cognition pattern connotation,strengthening the construction of cadres,supervision and enforcement of correctly using the countermeasures such as,establish and improve the related mechanism to promote use of "four kinds of form" to carry out the actual effect of supervision and enforcement...
