Research On The Optimization Of Supervision System And Mechanism Of China’s Elderly Service Market

Since the beginning of the 21 st century,with the gradual deepening of aging in China,the scale of demand for old-age care services has increased rapidly and the forms of demand have become increasingly diversified.In the past,the old-age service mode,which is mainly organized by the government and welfare,has been difficult to meet the needs of the new era.Therefore,in 2016,the State Council put forward important measures to fully open the elderly care service market,to encourage private and foreign capital to enter the elderly care service field,and to build the elderly care service system based on the market mechanism to allocate resources.However,the comprehensive opening of the market does not mean the complete cancellation of government supervision,but the reform measures should be taken from the aspects of system and mechanism to further optimize the supervision of the elderly service market.Therefore,why and how to optimize the supervision system and mechanism of the elderly service market constitutes an important theoretical and practical problem worthy of in-depth study in the process of comprehensively opening the elderly service market.Based on the theory of regulation economics and public management,this paper combines normative analysis with empirical analysis to study why and how to optimize the regulatory system and mechanism of the elderly service market under the background of marketization.This paper is divided into five chapters.Except the introduction of the first chapter,the main contents of the other chapters are summarized as follows:The second chapter uses the normative analysis method,on the basis of defining“market supervision system” and “market supervision mechanism” and related concepts,from the perspective of general theory,in-depth analysis of the basis,content and goal of the optimization of the supervision system and mechanism of the elderly service market.The evaluation scale and criterion of whether the regulatory system and mechanism are optimized or not are put forward.It theoretically answers the question of why and how to optimize the supervision system and supervision mechanism of the elderly service market.The reasons for the optimization of the supervision system and mechanism of the elderly service market are as follows: First,the existing problems or market failures in the elderly service market;Second,the limitations of the current regulatory system and mechanism and its problems;Third,the modernization of the national governance system is an objective Supervisors in the supervision system of the elderly service market in developed countries have strong independence and professionalism;The supervision mechanism of the elderly service market in developed countries has strong pertinence and incentive restraint.In developed countries,the supervision system of the elderly service market and the legal system of mechanism operation and the standard system of elderly service quality are relatively complete.The networked,informationized and digitized level of supervision of the elderly service market in developed countries is relatively high.And so on.The fifth chapter,based on the theoretical analysis of the second chapter,and combined with the practical experience of market supervision system and mechanism reform at home and abroad,puts forward the countermeasures and suggestions to optimize the supervision system and mechanism of China’s elderly service market.In terms of the supervision system,we should improve the independence,integrity and comprehensiveness of supervision by optimizing the division of authority and function of supervision institutions.We will actively introduce and train professional supervision personnel for elderly care services,optimize the structure of supervision team,and enhance the professionalism of supervision.In the supervision mechanism,the reasonable determination of the access threshold,further optimize the market access supervision mechanism;Optimize the price supervision mechanism to ensure the basic function of price regulation;We will improve the service quality standard system and improve the quality supervision mechanism.At the same time,the relevant legal system should be improved to consolidate the legal basis for the operation of the regulatory system and mechanism.And so on.Through the above measures,the supervision system and mechanism of China’s elderly service market will eventually be built into “an independent,professional and comprehensive supervision system and mechanism framework that integrates networking,information and digitalization”.
