| The "Angang Constitution",which was born in March 1960,is a management principle of industrial enterprises with Chinese characteristics proposed by Mao Zedong as a representative of the Communist Party of China.The democratic management thought it contains is the theoretical crystallization of the combination of the basic principles of Marxism and the management practice of new China.The Marxist concept of mass history clearly clarifies the role of the masses in promoting historical development and the important position of the working masses in the production of material materials.Under the guidance of this theory,the Communist Party of China has formed a mass line of "everything for the masses,all relying on the masses" in the practice of the Chinese revolution,and successfully applied it to all activities.The founding of New China marked that China has entered a new era in which the people are the masters of the country.Against this historical background,a group of socialist enterprises have applied the guiding ideology of the mass historical concept and the working method of the mass line to corporate management,forming a corporate democratic management experience with rich historical characteristics.Mao Zedong spoke highly of the relevant experience of Anshan Iron and Steel Company,and proposed the socialist enterprise management principles known as the "Angang Constitution".The idea of democratic management in the "Angang Constitution" is essentially that the employees are the masters and the essence of the socialist regime of "the people are the masters" in economic life.Among the various principles,namely: "making a mass movement",implementing "two participations,one reform,and and three combinations" and engaging in technological innovation and technological revolution.Its democratic management thinking is mainly summarized in three aspects: fully trusting the masses and relying on the masses;implementing a ma n ag e m ent sy st e m of "t wo pa rt i ci pat i ons,one ref orm,and thr ee combinations";adhere to the management thinking of the party’s leadership.After the birth of the "Angang Constitution",it has been a guiding principle for the production management model of Chinese state-owned industrial enterprises for a long time.Through the communication,propaganda,learning and implementation of the Party Central Committee and various enterprises,the democratic management ideas contained in it have been widely promoted.At the theoretical level,it provides new ideas for the promulgation of national enterprise management regulations;at the practical level,it promotes the development of corporate ideological and political work and production construction."Angang Constitution" was produced during the period of anti-right leaning and "Great Leap Forward".It was influenced by the "Left" leaning thought at that time and had unavoidable historical limitations.However,this cannot be attributed to the "Angang Constitution" itself.The spirit of the " Angang Constitution" is people oriented.As a summary of ten years of socialist enterprise management experience since the founding of New China,it embodies the basic idea of sticking to the mass line and highlights the working class’ s dominant role in enterprises.The democratic management ideas in the "Angang Constitution" provide ideological references for the formulation of two well-known enterprises’ management documents,the "Huawei Basic Law" and the "OCT Charter",and it also provide important inspiration for democratic management of enterprises,which has far-reaching practical significance. |
