| High-tech technologies such as 5G,blockchain,big data,cloud and network integration,and edge computing are accelerating the change of the overall pattern of information transmission and reshaping the traditional media industry.On the one hand,traditional media are undergoing digital,mobile and intelligent changes;on the other hand,emerging media are constantly strengthening their interactivity,crossover and integration.The great wave of media convergence has brought unprecedented impact to the governance of China’s media industry.Faced with the changes and challenges brought by media convergence,the government and society need to carry out systematic reform on the concept,system and mode of traditional media regulation to realize effective management of the media industry.Governance theory is one of the most cutting-edge hot topics in today’s social science.It aims to break through the limitations of government system or market system and proposes to construct a governance mechanism with equal cooperation among multiple subjects,such as government,market subjects and social organizations.In 2013,the Third Plenary Session of the 18 th CPC Central Committee proposed to "promote the modernization of national governance system and governance capacity",and the governance theory was introduced into China’s political philosophy.Under the macro background of the transformation of government management to government governance,the governance construction of the media industry was also included in the overall strategic design of China’s development and reform.This paper focuses on the management reform of the media industry from a macro perspective that few scholars have adopted at present,and expounds from a research standpoint of communication,public administration,management and other disciplines,and carries out an in-depth discussion on the governance construction of the media industry in China.The research ideas of this paper are generally as follows.The development process of China’s media industry from the founding of the People’s Republic of China to the present day is summarized,and the characteristics such as the single management subject and the well-shaped management pattern under the traditional administration-led management mode are summarized.Then it analyzes the current situation of media industry’s macro management under the background of media convergence,as well as the demands of diversified communication subjects for new management pattern,the coexistence of multi-head management and vacuum management,and the difficulty in complying with the crossover development of media.In this article,through combing the two countries experience summed up in the media governance practices,it has reference significance to the transformation of China’s media industry management aspects of enlightenment,namely the administration according to law to reduce the government’s intervention,to form a fusion of the media industry’s regulatory organizations,implementation of media management under the rule of law,to strengthen the construction of autonomous self-discipline mechanism,and combining with the reality of our country,To reconstruct China’s media industry with "governance theory",and put forward corresponding solutions,namely,to transform government functions,to achieve government management according to law,to reduce government intervention,to set up more efficient and integrated regulatory agencies,to establish a perfect legal system to make it become a powerful guarantee of governance practice.We should make full use of the power of multiple subjects such as industrial organizations and social individuals to realize more efficient media governance.Finally,this paper proposes that in-depth discussion and reconciliation of the interests of multiple subjects in the media industry,weighing the proportion between efficiency and responsibility,and other problems related to "governance failure" and solutions are the direction that the research topic of "media governance" should continue to move forward in the future. |
