Study On The Effectiveness Of Grass-roots Government’s Behavior In The Renovation Of Unused Homestead

Land is the necessary basis for human and society.For the rural society,farmers rely on land to live and multiply and become rich.However,with the acceleration of urbanization process,a large number of rural labor force flowing to cities and towns,which result in the aggravation of idlerural residential land.Therefore,the solution of idlehomestead must be much accounted of in government work,in order to protect farmers’ housing rights and interests,increase farmers’ income,help rural revitalization.As the main body of grass-roots management,the grass-roots government plays an important role in the renovation of idle homestead.Therefore,it is of great significance to explore the effectiveness of grass-roots governments’ behavior in the remediation of idle homestead to improve the efficiency of remediation.Through the analysis of the policies of idle homestead remediation and behavior of grass-roots government,we found that it is affected by external environment,superior government,itself and service objects.Therefore,it should be comprehensively evaluated from macro,meso and micro perspectives.Through screening,District of Tianjin is selected as the empirical research area.From the macro point of view in Jizhou,with the solid foundation of policies issued by higher level government.the scale of idle homestead in Jizhou District of Tianjin was reduced and the per capita income of rural residents is increasing yearly,which shows that the behavior of grass-roots government was effective.From the micro perspective,the entropy weight method and fuzzy comprehensive evaluation are used to evaluate the effectiveness of grass-roots government behavior.The results show that the satisfaction evaluation value of grass-roots government’s remediation service behavior is 4.0463.The satisfaction evaluation value of governance organization behavior is 3.9648 and the satisfaction evaluation value of governance leadership behavior is 3.9308.The overall satisfaction level is 3.9817.Both the four aspects were in high effectiveness.Combined with the weight and evaluation results,the paper puts forward suggestions: 1 Improve the top-level design and policy support,and the transparency of the work.2 Carry out the idle homestead remediation work according to local conditions.3 Improve support and broaden fund introduction.4 Maintain the remediation service behavior and improve the service quality Business philosophy.So as to improve the utilization efficiency of idle homestead,ensure the legitimate rights and interests of farmers,and promote the smooth implementation of Rural Revitalization Strategy.Figure 7;Table 13;Reference 72...
