Study On The Current Situation And Management Countermeasures Of Rural Idle House Bases From The Perspective Of Rural Revitalization

With the development of society and the outflow of population,a large number of rural homesteads have been idle,and the further management and utilization of idle homestead assets has become an urgent problem to be solved as soon as possible.The study of idle homestead management can enrich and improve the study of rural homestead.Using idle rural homestead to develop new industries and new forms can make the idle homestead play its due role to the maximum extent,so that the rural economy can be released to the maximum extent,thus activating the rural idle asset resources,thus providing strong support for the new rural construction and rural revitalization.Guided by the theory of the optimal distribution of land resources,the theory of pulling and pushing,and the theory of multiple center management,through the analysis of the influence factors on the idle situation of the rural houses in Kunshan,they could not only directly understand the infinite potential of the rural houses that needed to be developed,but also find out the potential factors of the idle houses and find out the corresponding medicine,and study the management and use of the idle houses in Kunshan,To ease the conflicts between the urban and rural land use.Similarly,the study of rural idle homestead in Kunshan is conducive to a comprehensive understanding of the actual situation of rural homestead in Kunshan and other parts of the country,and to provide a reasonably designed and scientifically selected management mode of idle homestead for other pilot areas.This paper adopts literature analysis,questionnaire survey,case analysis,and a combination of quantitative and qualitative methods.Z Town,Kunshan City,Jiangsu Province is selected as the research object,and five representative and differentiated sample villages,namely Jinhua Village,Baimi Village,Wujia Village,Jianghang Village,and Shangmingdian Village,are selected.A questionnaire survey method was used to collect data and materials.A total of 250 survey questionnaires were distributed to farmers,and 219 valid questionnaires were collected,with a recovery rate of 87.6%.Based on a questionnaire to understand the natural location status,land use situation,current status of idle homesteads,reasons for idle homesteads,and willingness to revitalize idle homesteads in the surveyed sample villages,binary logistic regression analysis was used to process the data.From both qualitative and quantitative perspectives,this paper systematically analyzes the current situation and management of idle rural homesteads in Z Town,Kunshan City,as well as the existing problems and shortcomings,and analyzes the reasons.Through case studies of two idle rural homesteads in Z Town,Kunshan City,this paper elaborates on five aspects: comparison of revitalization objectives,comparison of revitalization leaders and funding sources,comparison of revitalization resource advantages,analysis of revitalization disadvantages,and comparison of revitalization effectiveness,And from four aspects:promoting the construction of the property rights system for rural idle homesteads,improving the management of idle homesteads,enriching the utilization models,and promoting the development difficulties of the two revitalization models in Z town,the feasibility of promotion is elaborated.Based on this,countermeasures and suggestions for improving the management of rural idle homesteads are proposed.Research has shown that the idle use of rural homesteads in Z Town,Kunshan City has led to the problem of idle land resources and restricted the modernization of agriculture and rural development.The reasons for this are due to the disorderly use and construction layout of homesteads,the lack of exit mechanisms for idle homesteads,and the inadequate activation mechanisms for idle homesteads.To this end,it is necessary to adhere to the guidance of scientific theory,follow the basic laws of rural economic and social development,and revitalize idle rural homesteads from the perspective of rural revitalization through the management of idle rural homesteads from three aspects:institutional path,management path,and financial path.Firstly,strengthen the construction of homestead property rights system: adhere to and improve the ownership of homesteads,standardize and guarantee the qualification rights of homesteads,optimize and release the right to use homesteads.The second is to strengthen policy promotion and planning management: increase policy promotion,formulate village plans,and deepen the management of idle homesteads.The third is to create characteristic samples to stimulate the willingness of villagers: to develop characteristic industries and create samples for revitalization.
