"Same right to rent and purchase" is the prerequisite for the implementation of the housing system of "simultaneous rent and purchase",is a key link in establishing a long-term real estate mechanism,and reflects the pursuit of ethical values for social justice.The point admission policy of Shenzhen is a practical exploration of the "rent and purchase equal rights" in a mega-city.The evaluation of this policy from the perspective of the people’s fair perception is conducive to the improvement and promotion of the point admission policy and the soundness of the "rent and purchase simultaneously" system And implementation is conducive to the realization of the goal of "housing for a living".The paper analyzes the evaluation indicators of the fairness of the points admission policy on the basis of the point admission policy definition and the principle of fairness.Taking the T community of Bao’an District as a case,conduct questionnaire surveys and in-depth investigations on the families,other residents and property owners participating in the point admission policy application According to the interview,the survey results show that the implementation of the point admission policy has improved the public’s perception of the fairness of compulsory education in Bao’an District to a certain extent,but it has not fundamentally realized the "hire-purchase equal rights" in the education field,and the policy beneficiaries are small,There are too many pre-conditions for policy application,the value of policy points is"different rights" or "equal rights",the publicity of the points admission policy is weak,the lack of public participation in policy,and the low transparency of the policy implementation process.From the policy value target,the scope of the policy object,the policy participation path,the policy evaluation index,etc.,it puts forward the optimization suggestions of the points admission policy,and puts forward policy enlightenment for the further implementation of the "hire-purchase equal rights".
