Political trust is not only a pivotal point to maintain the stability of the Political legitimacy of the political system,but a special perspective to know the political attitudes of the public.Referring to the origin of Political Trust,scholars always use tow methods to explain it: institutional paradigm and cultural paradigm.In the past three decades of Chinese Economic Reform,our economic capability has already had a dramatic growth,and we have became the second-largest economy only next to The United States.Economic growth has been the priority issue of the improvement of political trust.While in the current situation that our economic development slows down,does the perception of economic performance have same effect on political trust just as it had in the past? And in the current situation that the gap between the wealth and poor has became larger,will the fair perception be the newly effective way to improve the political legality? Which one is the vital factor to explain the political trust,the perception of economic performance or fair perception? This problem is not only a theoretical focus among scholars,but also a realistic question that should be solved by public managers' endeavor.At first,this article reviewed and summarized the studies of the perception of economic performance,fair perception and political trust in the past.In the basis of those studies,I defined the conceptions of them,putted forward relevant hypotheses and decided the dimensions of measurements.Then to explore the relationships of the perception of economic performance,fair perception and political trust,I used the data of “2015 China Social Governess Survey” to do some analyses of descriptive statistics,correlation and multiple liner regressions.The results of the study show that political trust is highly susceptible to two major factors—a country's current and projected the perception of economic performance and,less noticeably,the country's social equality,concerning resource distribution,development opportunities,and social interaction.Based on those analyses and results above,this article proposes following suggestion.First,while vigorously developing the economy,government should let the public feel the efforts of them and have confidence of the development in the future by media publicity and policy interpretation.Second,in the short term,government should enhance the structure of Public Management Ethic,build the Civil service supervision system,regulate the civil servants' behaviors in a scientific way and promote the positive interactions between the public and government.In the long run,Chinese governments should prefect the distribution system and improve the quality of basic public service such as education,medical system,culture,housing and employment.Third,those are undesirable that the reform thought of “sacrificing fair to economic development” and the reform practice of “retarding the economic development to maintain the fairness”.Government should take both of them into account,which means that government should develop the economic performance and promote people's sense of economic gain,and at the same time insist the focus that let the public feel the fairness and justice around them.
