With the gradual implementation of the "One Belt And One Road" strategy in China, the number of international engineering contracting projects carried out by Chinese enterprises in the international market is also increasing. The expansion of the market also puts forward higher requirements on the management ability of the enterprise itself. In the fierce overseas market competition environment, how to ensure the economic benefit of the project and ensure the smooth implementation of the project has become a very key work.China’s engineering enterprises have little experience in international engineering and lack of ability in managing international engineering projects, which leads to non-productive economic losses in the process of project implementation. In particular, the experience and lessons from the loss of overseas projects contracted by China’s large state-owned enterprises are worth our warning. At the same time, there are still many problems in the process of project contract management in Chinese enterprises. Therefore,it is necessary to summarize the project management experience, especially the contract management experience, and improve the overseas project management ability of Chinese state-owned enterprises.Under the guidance of China’s "One Belt And One Road" policy,Malaysia has become a key country in China’s overseas engineering market development and economic and trade strategic layout.Taking a construction project "S" in Malaysia as an example, this paper focuses on the identification and evaluation of the risk factors that affect the normal performance of the contract by Chinese state-owned contractors in Malaysia, combining with the unique characteristics of the engineering market and construction contract in Malaysia. The political risk of contract, contract bidding risk, contract clause risk, contract change risk and contract other risk are systematically identified.Combining theory with practice, from project management, contract management, safety and environmental protection measures to resolve the four dimensions proposed contract risk, and sums up the "S"of contract risk in construction engineering project management experience and lessons, and aimed at our country state-owned contractors in the future in the Malaysian market in the future avoid reference to experience of contract risk.
