In recent years,China's economy has developed rapidly,but the problem of out-of-control investment in government construction projects remains a long-term and difficult to govern.This is a global research topic.The research on out-of-control investment in government construction projects has mainly focused on technical measures and measures for project management in the past.For some non-project management aspects,the phenomenon of out-of-control investment has not attracted attention or attracted enough attention,and it has certain limitations.Therefore,based on the related theories of project management and administrative management,this article uses literature research methods,comparative research methods,case study methods,and other research methods to analyze the problem of out-of-control investment in government construction projects,and strives to build the administrative management system and mechanism.On the search for countermeasures to control investment out of control.The main work and research results are as follows:First of all,the research direction should be clarified.Research on out-of-control investment in government construction projects should focus on how to balance investment,demand,and quality in the project,rather than on the control of costs and the management of funds.Through the analysis of the management structure of China's government construction project,it is concluded that the new management mode of agent construction system can play a higher level of management.In the field of government construction projects,the professional organization type management model is better than the project construction type.Secondly,the combination of literature sums up the types of out-of-control investment in China's government construction projects,namely,over-exceeding,out-of-control standards,and out-of-control demand.With the improvement of project management,the out-of-control and out-of-control standards of implementation standards have been effectively controlled,and the out-of-control demand cannot be resolved from the project management level.Therefore,its governance is the core focus of this paper.Again,through in-depth research,the four major causes of out-of-control investment have emerged,namely,the lack of capacity of the construction party,fraud by the construction party,collusion of the project-related parties,and the alienation of the needs of the owners.Through empirical analysis of current policies and regulations and the out-of-control investment in the Guangzhou Municipal Government construction project,it is concluded that a mature agent construction system,good project management,existing cumbersome legal provisions and strict procedures can effectively solve the first three factors,but Can't prevent the user from adjusting demand as he wants.Therefore,to solve the demand problem,we should begin with the construction of the administrative system and strengthening supervision.Based on the above research results,drawing lessons from the experience of government projects in developed countries and regions,and combining China's basic national conditions,it proposes a plan to create an uncontrolled investment governance system from the perspective of the construction of an administrative management system: First,establish and continuously improve the legal system for investment.The administrative level of out-of-control governance provides legal support.Second,a government-wide professional management team is established to address the lack of capacity of the construction party,the construction party fraud,and the collusion of the project stakeholders.This reduces or even eliminates the out-of-control and implementation standards,and to a certain extent Blocking the alienation of the needs of the owners.Third,establishing a system for monitoring the investment of government construction projects in the third-party and investing in an uncontrolled review and accountability system to further curb the alienation of the needs of owners and solve the problem of out-of-control demand.Fourth,the gradual elimination of the social agency system.Gradually promote the non-compulsory supervision system to focus on strengths to strengthen the professional management team structure,improve management efficiency and reduce the cost of uncontrolled construction of government construction projects.
