Study On The Dilemma And Countermeasures Of The Management Of Urban Street Vendors

With the continuous advancement of urbanization and industrialization,a large number of rural labor force flows into cities to seek more employment opportunities.Most of these migrant workers are in the middle and lower class of urban main class with low education level and weak professional and technical ability.A considerable number of them are the unemployed,the old and the weak,and the isolated.They choose the steet vendors with "less investment,low threshold and quick efficiency" as their means of livelihood.As an important part of urban informal economy,street vendors play an important role in increasing employment,facilitating people’s life and alleviating poverty.However,the existence of street vendors also has negative effects,such as: environmental pollution,hindering traffic,food safety is not guaranteed,the prevalence of counterfeit and shoddy goods and affecting market order."A ban" of the policy to manage street vendors,can not achieve the effect of eliminating.On the contrary,it induces many contradictions in the actual management,including violent resistance to the law,repeated complaints,and falling into a vicious circle of "regulation-rebound-re-regulation-re-bound".Therefore,how to change the concept of urban management,improve the legal system of management of street vendor,innovate the management strategy of urban street vendor,solve the current dilemma of management of street vendor,and seek scientific and effective governance countermeasures become the focus of urban managers to break through the bottleneck of management of street vendor.In order to further explore the Countermeasures for the governance of street vendors,this paper studies the development process of the governance of street vendors in China through literature review,learns from the successful experience of governance at home and abroad,and discusses the innovation of the governance model of urban street vendors in China.In this paper,case research,comparative analysis,etc.,through the investigation and analysis of the situation of street vendors in Longwan Wenzhou Zhejiang in recent three years,find out the difficulties in the governance of unlicensed street vendors in this district,and deeply analyze the causes of governance difficulties.At the same time,we draw lessons from the management experience of the United States,South Korea,Thailand and other foreign countries,as well as Anhui and Hubei of other domestic provinces,and put forward effective countermeasures to solve the Governance Dilemma of street vendors in Longwan.This paper proposes to improve the management system of street vendors,strengthen the social security of the floating population,enhance employment training,promote the refinement of urban management,grid responsibility,standardize the setting and scientific management of counseling points,and gradually guide unlicensed street vendors to enter the legitimate business,so as to solve the current problem of street vendors law enforcement in Longwan Wenzhou.
