With the deepening of the aging of society,how the government provides high-quality and efficient elderly care services has become a topic of concern in the whole society.The direct result of the aging of the population,the aging of the aging population and the empty nest is the continuous expansion of the demand group for elderly care services.In addition,due to the shrinking of the family size and the heavier burden on the children,the function of family care for the elderly has been weakened.Under the dual effects of the continuous growth of demand and the continuous shrinking of household supply capacity,the contradiction between supply and demand of elderly care services has become more and more obvious.Community elderly care makes it possible for the elderly to enjoy elderly care services at home,and more and more elderly choose this way to enjoy their old age.As the main undertaker of community pension service supply,the government is increasingly unable to bear the huge pension burden.The government’s single supply model is becoming weaker and weaker.In order to meet the growing demand for diversified services of the elderly,the practice of public-private cooperation in the provision of elderly care services has emerged.However,due to the actual environment facing the development of social organizations in my country,there are still many problems in the process of public-private cooperation in various local public-private cooperation in the supply of elderly care services,which directly limit the output of the cooperation and supply efficiency of the two.For "how to provide community elderly care services more efficiently",both at home and abroad have experienced long-term exploration and discussion.The inevitable choice of public-private cooperation has become a consensus.From a theoretical point of view,the New Public Service Theory,Governance Theory,Welfare Pluralism Theory,etc.provide sufficient theoretical support for public-private cooperation in the provision of community elderly care services.For the public-private cooperative supply of community elderly care services,the outstanding advantage of the government lies in the exercise of public power and the right to allocate public resources.The outstanding advantage of the market lies in the efficiency of production,and the outstanding advantage of social organizations lies in its loyalty to service targets.But whether it is the government,market or social organization,there are inevitable limitations,which makes public-private cooperation an inevitable choice for the supply of social public services.To this end,this article intends to conduct a case analysis of public-private partnerships in Shanghai’s elderly care services,taking Jing’an District as the entry point.First,the author introduces the research background and research significance of the article.The current demand for elderly care services has increased significantly.It is of great significance to vigorously develop the community elderly care service industry,and expound the core concepts and theoretical basis of elderly care services and public-private cooperation.On this basis,the author focused on an in-depth analysis of the status quo and existing problems of public-private cooperation in elderly care services in Jing’an District,Shanghai,and found that there are many problems in the public-private partnership in elderly care services in Jing’an District,Shanghai,such as funds,housing,land,and service projects.Finally,the author draws on the advanced experience of foreign public-private cooperation in elderly care services,and proposes solutions and suggestions in terms of solving investment problems,strengthening the management of public-private cooperative housing for elderly care services,clarifying land rights for public-private partnerships,and increasing public-private partnership service projects.Finally,improve the public-private cooperation of elderly care services in Shanghai,with a view to improving the effectiveness of urban elderly care services cooperation.
