Research On The Impact Mechanism Of Public Response Behavior In Environmental Nimby Conflict

With the development of the city and the needs of the public,the demand for the construction of public infrastructure has become increasingly intense.However,due to the imbalance of the cost-effectiveness of facilities and the awakening of public environmental awareness,public facilities that should serve public production and life are often opposed and resisted in the process of construction and operation,especially the environmental NIMBY conflict.Environmental NIMBY conflict refers to the NIMBY conflict caused by the construction or operation of environmental NIMBY facilities,such as waste incineration power generation project or sewage treatment project.At present,NIMBY conflicts are characterized by high incidence and governability.Therefore,this study attempts to analyze the influencing factors and formation mechanism of public response behavior in environmental NIMBY conflicts,and then explore the prevention and governance strategies of such NIMBY conflicts from the perspective of the influence effect among variables.Firstly,this study defines the concepts of environmental NIMBY conflict,knowledge reserve,interest perception,risk perception,protective behavior perception and public response behavior,and sorts out the related theories involved in this study,including the theory of planned behavior,protection motivation theory and the protective action decision model.Secondly,combined with the existing research results and the above three theories,the paper further excavates and analyzes the influence relationship among knowledge reserve,benefit perception,risk perception,protective behavior perception and public response behavior.On this basis,the impact model of public response behavior in environmental NIMBY conflict is constructed.Thirdly,questionnaire design and data collection are carried out based on the impact model of public response behavior in environmental NIMBY conflict.Smartpls3.0 software is used to evaluate the measurement model and explain the structure model,so as to complete the judgment of the authenticity of the hypothesis proposed in the previous research design.Through data analysis,it is concluded that knowledge reserve will have a significant impact on the public’s interest perception and risk perception;risk perception will have a direct or indirect impact on the public’s response behavior;interest perception will act on the perception of protective behavior,and then have an impact on the public’s response behavior,but will not have a direct and significant impact on the public’s response behavior.Finally,based on the influence effect between variables,some suggestions are put forward to resolve the conflicts of environment.From the influence effect of knowledge reserve,effective interaction and communication should be carried out to realize the symmetry of information;from the impact effect of interest perception,the common realization of public personal interests and social interests should be realized through accurate compensation;from the impact effect of risk perception,long-term mechanism should be established to improve risk control.
