Technological progress has a transformative effect on industry,society,and government governance.As one of the most important technologies in the 21 st century,the Internet continues to shape people’s lifestyles,government governance models,and economic development concepts.E-commerce is an important form of digital economy in the Internet era.E-commerce,through the establishment of an information interaction platform,converges and reorganizes a large amount of information sources,and creates a unified transaction specification in a certain area,which greatly improves transaction efficiency and reduces transaction costs.Based on the convenience,timeliness and low transaction costs of e-commerce,the role of e-commerce in promoting local economy,expanding employment,and getting rid of poverty is very obvious.The successful practice of e-commerce in Jiangsu and Zhejiang has made the government very active in promoting e-commerce.Whether it is the central government or the local government,a large number of beneficial policies and financial support have helped the national promotion of e-commerce.Especially in the underdeveloped areas of the central and western regions,e-commerce-industry support has gradually become an important new economic development idea.Southern Jiangxi is located in the southernmost part of Jiangxi Province and is surrounded by mountains.In the 2nd and 30 th of the last century,it was the temporary residence of the Chinese Soviet government and a famous old revolutionary base.Due to Gannan’s remote location,weak industrial foundation,and inconvenient transportation,as of 2019,Ganzhou’s per capita GDP was only 39,000 yuan,and its economic development level was far lower than the national average,making it the most concentrated population in the country.One of the regions.The furniture industry is one of the most important pillar industries in southern Jiangxi.Based on the mountainous natural environment and abundant timber resources,the furniture industry gradually formed an agglomeration effect under the impetus of migrant workers to start a business in the 1990 s,becoming one of the largest furniture production and distribution centers in East China.In recent years,thanks to the support of the central industry support policy and other beneficial policies and the active promotion of the Jiangxi Provincial Government and the Ganzhou Municipal Government,the furniture industry in Gannan has begun to transform and upgrade to e-commerce.Compared with neighboring provinces and cities,southern Jiangxi enjoys more policy preferences,such as "Soviet Area Revitalization Policy","Central Region Rise Policy","E-commerce-Industry Support Policy",and "Poverty Alleviation Policy".The inclination of the policy has given sufficient support funds,which allows the government of the southern region of Jiangxi to maintain fiscal expenditure far higher than its fiscal revenue and build large-scale e-commerce projects.With the blessing of funds,a large number of e-commerce industrial parks have developed "leaping forward" in just five years.According to statistics,there are as many as 11 e-commerce industrial parks in Ganzhou.Different from the Jiangsu and Zhejiang spontaneous e-commerce model,the Jiangnan e-commerce model shows more features of policy support.The development of e-commerce in Jiangsu and Zhejiang is based on the development of township and village enterprises.For a long time,the Taobao business model of e-commerce in villages and towns has been explored,which has stimulated local employment and promoted economic growth.For example,the flower e-commerce market in Jiangsu Muyang,the online small commodity market in Yiwu Qingyan,and the Xuzhou Shaji e-commerce market are typical representatives of the spontaneous model of Jiangsu and Zhejiang.The economic development cycle of e-commerce in these areas is longer,less dependent on financial support,more following the logic of market economy,and gradually forming e-commerce cluster benefits spontaneously.E-commerce has widely promoted the employment of local residents.Therefore,Jiangsu and Zhejiang have become one of the regions with the highest level of economic development and the smallest income gap in the country.It should be recognized that the policy-oriented e-commerce model in southern Jiangxi has strong particularities.First of all,the establishment of the Gannan ecommerce model is much shorter than the Jiangsu-Zhejiang model.With the vigorous promotion of government funding policies,the development of furniture e-commerce will take about 5 years.The upgrading of the furniture industry structure has been compressed in a relatively short period of time due to "non-economic factors"(ecommerce support policies),which will amplify social conflicts to a certain extent.Second,in southern Jiangxi,there is no developed village and town enterprises in Jiangsu and Zhejiang as the foundation,and the development of e-commerce is mainly promoted by government policy funds.Third,the industrial base in southern Jiangxi is weak,and the level of education of furniture practitioners is low,and the acceptance of e-commerce is generally lower than that in developed regions,which is likely to form a "digital divide" effect.Therefore,the income of furniture practitioners in southern Jiangxi shows strong heterogeneity under the policy-oriented e-commerce model.Although e-commerce greatly improves transaction efficiency,its threshold is higher than that of traditional industries.The basic requirement is to master the use of the Internet and computers.Currently,600 million people in China still have no access to the Internet,and the number is even higher in underdeveloped areas in the central and western regions.If technology is only mastered by minority groups but not widely used by society,it is easy to form knowledge barriers.Knowledge barriers manifest as a digital divide in the field of e-commerce.E-commerce has caused a significant gap in the income of groups inside and outside the barrier,forming an "income dam surface effect." This is characterized in the furniture industry in Gannan by the widening of the income gap between e-commerce practitioners and traditional industry practitioners,between skilled and unskilled,and older practitioners and young practitioners.Sharing the concept of development is the most effective way to break the digital divide and knowledge barriers.Education has a direct effect on getting rid of the poverty cycle and narrowing the income gap.According to survey data,skills training in e-commerce in southern Jiangxi is very lacking.Although the government can use a large amount of industry support funds,it is mainly invested in reproduction.The investment in skills education and training is very small,which is in line with the sharing economy.The idea is also contrary.The government and enterprises should give full play to their role in vocational skills education to promote sustainable economic development.
