Study On The Strategy Of Government Maintaining Stability For Petitioners In Town B County A

Since the State Council revised the Regulations on Letters and Visits in 2005,the work of letters and visits has played a key role in maintaining social harmony and stability,serving as a close link between the Party and the people,a bridge for the people to participate in national construction,and a safeguard for the people’s vital interests.However,with the rapid development of socialist market economy and the democratic politics,the people’s awareness of law,civic consciousness,rights protection and political participation has also been greatly enhanced.The petition work is faced with a complex and changeable social environment,which also gives rise to social problems such as disturbance visit,pestering visit,cross-class petition,and mass disturbance.The pressure to solve these problems is basically placed on the heads of township governments.In this case,the township government will affect the social stability of the incident,personnel stable control in the area.From the perspective of social safety valve theory flexible government governance,this paper takes B town A county as an example to study the stabilizing measures of the comprehensive administration and letter and visit.First of all,by classifying the working mechanism of daily petition work in townships,letter and visit and stability maintenance,referring to relevant work reports and documents,we have a comprehensive understanding of the operating mode for stability maintenance and the flexible strategy of comprehensive management department.Then,it finds out the problems existing in the stability maintenance strategy of the town government,such as handling authority,stability maintenance way,personnel quality,etc.,and then analyzes the fundamental reasons of the existing responsibility system,evaluation mechanism,territorial principle,etc.Based on the existing policies,regulations and administrative system environment,the author makes a horizontal comparison of the mature strategies of stability control and resolution in other regions,and puts forward some suggestions on promoting the standardization of petition work in townships,enriching the mediation strategies of township comprehensive governance departments,and innovating the maintenance of stability in petition work in townships.On the one hand,this paper provides practical strategies for the grass-roots government to stabilize and resolve petitioners;on the other hand,it provides certain reference value for comprehensive management departments in township to carry out the maintenance of petition stability under the framework of the existing administrative system.
