| Grassroots discipline inspection and supervision organs are a very important part of China’s anti-corruption campaign and the building of a clean and honest party style in rural areas,and are also an important organ for improving the governance capacity of discipline inspection and supervision organs at all levels.The performance of the disciplinary inspection and supervision organs at all levels is directly related to the party’s party style and clean government construction and the effectiveness of anti-corruption work and the stability of the regime.The Fifth Plenary Session of the 19 th Central Commission for Discipline Inspection required “enhance supervision and inspection,and implement supervision and implementation in place based on the deployment requirements of solving the’three rural issues’ and speeding up the modernization of agriculture and rural areas.”The results of tackling tough problems are effectively linked with rural revitalization."Discipline inspection and supervision agencies need to base their functions and responsibilities to help effectively connect poverty alleviation and rural revitalization.Taking the current situation of the discipline inspection and supervision organs in S Town,Shandong Province as the starting point,this paper sorts out the institutional setup of the discipline inspection and supervision organs in S Town,the results of performing their duties,and the current difficulties in performing their duties,analyzes the reasons,and learns in detail about the performance of their duties by the grass-roots discipline inspection and supervision organs in S Town through investigation.Based on the practice and exploration of typical domestic regions and the anti-corruption experience of foreign government agencies,the countermeasures and suggestions for strengthening the role of grassroots discipline inspection and supervision agencies under the rural revitalization strategy are put forward.The study concluded that the current difficulties faced by the staff of the primary-level discipline inspection and supervision agencies in S Town include:unclear function positioning,limited professional work capabilities of the primary-level discipline-inspection and supervision agencies,grass-roots party committees not paying enough attention to primary-level discipline inspection and supervision,and primary-level discipline inspection and supervision.Insufficient conditions for handling cases,etc.;The main reason is that the personnel of grass-roots discipline inspection and supervision institutions lack ideological understanding,and the quality of personnel needs to be improved,and the inadequate protection of the basic-level discipline inspection and supervision work.In order to further deepen the effect of the performance of the primary-level discipline inspection and supervision organs in S Town,from the perspective of the rural revitalization strategy,specific countermeasures for strengthening the role of the primary-level discipline inspection and supervision organs in S Town are proposed,including: clarifying the functions of the primary-level discipline inspection and supervision organs;supervising the construction of the grassroots cadre team Construction;broaden the communication channels between the grassroots discipline inspection and supervision organs and the masses;build a professional discipline inspection and supervision iron army,etc. |
