The Operation Logic Of Grass-roots Points System From The Perspective Of Governance Technology ——A Study Based On Typical Cases Across China

As the social foundation to promote the modernization of national governance system and governance capacity,grass-roots governance has become the focus of many researchers.How to govern and who to govern has become an important issue of concern in the field of grass-roots governance.When answering the question of how to govern,many concepts related to governance have emerged in the academic world.The concept of governance technology comes into being in this context.Governance technology answers the question of how to govern grassroots governance,that is,through all kinds of technical means,methods and tools to govern grass-roots.However,due to the different understanding dimensions of the concept of governance technology among researchers,the academic community has not reached a consensus on the concept of governance technology.Therefore,the first question to be solved in this study is what is the governance technology.After answering the first question,we will continue to ask how governance technology is applied in practice,what are the different dimensions of understanding of governance technology,and what is the operating logic behind it.In the process of local government’s continuous innovation of grass-roots governance mode,a new grass-roots governance practice has played a crucial role in the governance process,that is,the points-based governance.In July 2020,The Office of the Leading Group for Rural Affairs of the CPC Central Committee and the Ministry of Agriculture and Rural Affairs issued the Notice on the Promotion and Application of the Points System in Rural Governance,which undoubtedly proves that the points system is an innovative grass-roots governance practice at the national level.Therefore,combined with the author of governance technology related questions and the practice of grass-roots points system governance understanding.This study tries to focus on the practical operation logic of basic-level points system from the perspective of governance technology.Through the exploration of the practical operation logic of the points system to find the reasons for the success in the field of grass-roots governance.This research mainly includes two parts: theoretical research and empirical research.In the theoretical research part,this study mainly explores the concept connotation of governance technology from the literature,and gives the final concept definition of governance technology and different attributes of governance technology.In the empirical research part,this study takes the procedural grounded theory research method as the main research method,analyzes the grounded theory through the national typical cases of the points system issued by the Ministry of Agriculture and Rural Affairs of China and relevant supplementary materials,and obtains the operation logic of the grass-roots points system governance.Finally,at the experience level,based on the governance advantages and successful experience of the points system in practice,the reference value of the points system to other governance technologies is given.
