The current construction of social credit system aims to build a fair and fair macro environment based on individual credit level.Fully sharing public credit information is the key content.Nowadays,government departments at all levels have mastered most of the credit information.If these credit information can be fully shared,it will certainly promote the construction of social credit system to a new level.However,restricted by multiple factors,most government departments have not reached a sufficient level in credit information sharing,which directly hinders the overall construction of an honest society.The construction of social credit system in ZH city is also facing the above problems,and its improvement strategies need to be explored.This research is of great significance to further strengthen the synergy of various subjects in the credit information sharing of government departments and improve the social credit system of ZH city.Through literature analysis,this paper summarizes the concepts of credit information sharing and government credit information sharing,and clarifies the information asymmetry theory,cooperative governance theory and sorting governance theory and their guiding value.Through the case study method,taking ZH city as an example,this paper analyzes the practice of credit information sharing of government departments,and summarizes its phased achievements.Combined with the interview and investigation,there are some problems,such as the imperfect organization structure,the inconsistent credit information collection standards and unclear responsibilities,the imperfect function of the credit information sharing platform,the weak Multi-Agent Coordination,and the specific reasons: the degree and awareness of government departments’ credit information sharing are not in place,the protection of rights and interests between government departments,the low level of credit information sharing investment and service,and the Multi-Agent Coordination mechanism is not perfect.Finally,the paper puts forward the Countermeasures of credit information sharing of ZH municipal government departments: improve the organizational structure of credit information sharing by establishing a three-level credit information sharing structure and refining the functions of each level;Focus on the comprehensive establishment of basic credit information database and the standardization and adjustment of municipal public credit information catalogue,and strive to improve the standardization and perfection of credit data collection;Comprehensively improve the construction quality of credit information sharing platform by optimizing the construction mode of credit information platform and standardizing the submission method and content of credit information;Strengthen the multi-agent collaboration of credit information sharing application by improving the collaborative working mechanism of credit information sharing,developing various credit products based on credit files,and accelerating the recognition of red and black list standards and effective incentives.At the theoretical level,this study can supplement the current research deficiencies in the sharing and application of credit information in government departments,and help to enrich the relevant contents of information asymmetry theory,cooperative governance theory and overall governance theory in the sharing of credit information in government departments.At the practical level,this study can improve the accuracy and standardization of credit information sharing among government departments,lay a good credit data foundation,help to supplement the deficiencies in the application field of credit information of governments at all levels,and provide experience and feasible schemes for the application and development of credit information in the future.
