A Comparative Study On The National Security Review System Of Foreign Investment Between China And Foreign Countries

With the acceleration of the globalization process of the world economy,driving economic growth through international investment has gradually become one of the important ways of economic development of all countries.In this context,foreign investment has gradually become an important driving force for world economic growth.Although foreign investment can promote the economic growth of the host country,it can also bring potential risks to the national security of the host country.Therefore,the security of foreign investment activities began to be concerned by countries all over the world.In order to avoid the security risks arising from foreign investment activities,countries have standardized the national security review system by law.The national security review system of foreign investment plays an important role in safeguarding the national security of the host country and promoting the development of economic globalization.Through the comparative analysis of the national security review system of foreign investment at home and abroad,this paper attempts to sort out the advantages and disadvantages of the national security review system of foreign investment at home and abroad.Through comparative analysis,based on the institutional advantages of foreign countries,this paper puts forward operable and reasonable suggestions for China’s national security review system.This article is divided into four parts: In the first chapter,starting from the concept and essence of national security,this paper combs the development of foreign capital security review in China and abroad,and reflects the necessity of establishing foreign capital national security review system.In the second chapter,through the comparative analysis of the security review mechanism,the Foreign Investment Commission of the United States and the European Commission,the internal advantages and disadvantages of national security review institutions are pointed out,and they provide a reference path for China’s security review institutions.In the third chapter,with the scope of physical review as the entry point,we have comparative analyzed the scope and standards of China and the United States and the European Union,and put forward suggestions on clarifying the review standards,expanding the boundaries of sensitive industries and establishing a catalogue of other major industries.And echo with the following comparative analysis from the procedure.In the fourth chapter,from the aspect of the review procedures,the security review procedures of China,the United States and Germany are compared,and the optimization scheme of the actual situation of China is proposed.
