Research On The Influencing Factors Of The Adoption Of Government Short Video By The Provincial Police In China

With the development of e-government,government departments are now actively using government short videos in the fields of information disclosure,governmentcivilian interaction and so on.However,in the process of adopting short videos,the contradiction between government services and public needs,and the incompatibility of academic theory and practical operation,have been exposed,which hinder the sustainable development of government short videos.Therefore,what is the actual adoption situation of the government short videos? What are the factors influencing the government’s decision to adopt government short videos? In the next adoption process,how to improve the possibility of adopting government short videos are particularly important.In order to adapt to the responsibilities of public service innovation in the new media era and to respond to the political requirements of improving social governance capabilities in the context of e-government development,provincial police took the lead in adopting government short videos on the three mainstream government short video platforms Xigua,Kuaishou,Tik-tok,and became a representative top government affairs account.They have three major characteristics: diversified policy guidance support,rapid and clear innovation diffusion process,and public service requirements that meet the functional positioning.Therefore,this thesis takes the head accounts,provincial police of government short video as an example,sorts out the characteristics and mechanisms of government short video adoption,determines the development requirements of the basic principles of innovation diffusion theory and the theory of non-increasing police force,and pays attention to the differences between subplatforms,to lay a foundation for exploring the overall and sub-platform influencing factors and sample set of government short video adoption,and finally integrate the 6-year government short video adoption data of the three mainstream platforms and organize the independent data of sub-platforms,and use the quantitative method of event history analysis to verify,for providing countermeasures and suggestions for the promotion of adoption possibilities of government short videos.The thesis found that,on the whole,economic strength,central government pressure,online public opinion governance experience,online media information disclosure policies have significantly positive influence on the adoption of government short videos.The three platforms of Xigua,Tik-tok,and Kuaishou also have different influencing factors for its adoption of government short videos,but economic strength and central government pressure are the same influencing factors for the three platforms.In response to different data results,this thesis proposes that in the face of the adoption of government short videos,it is necessary to emphasize the rational use of financial resources and optimize the use structure of funds to provide a material basis for the adoption and development of government short videos.Actively tap the innovation vitality,do top-level design well,and promote the depth of subjective initiative vertically to improve the construction of a standardized system for government short video;improve hard-understanding information into easy-spreading,expand the breadth of information disclosure,and actively incorporate government short videos into strategic planning for government information disclosure;promote smart policing,emphasize the public opinion governance capability of government short videos,and promote the adoption of government short videos.In addition,when focusing the adoption and development of government accounts on different short video platforms,it is necessary to discuss and determine more targeted improvement measures according to the tonality and function settings of the platforms.
