| As the digital information technology developing,the modernization of national governance system and governance capacity has become one of the important goals of comprehensively deepening reform,and the organization and governance model of Chinese government also needs to be constantly reformed to meet the needs of the people.In this process,digital governance has gradually become one of the important academic topics in public management field,and how to build a safe,efficient,seamless communication platform with Chinese characteristics has also become an important issue for future development.Governance theory has pointed out that it is necessary to build a benign and equal interaction between the government and the people,and encourage citizens to participate in the whole process of policy agenda,and cultivate the civil society,so as to achieve the goal of good governance.What are the current logic and characteristics of the interaction between the government and the people on the online deliberation platform? How far is the governance mode from the theory? These academic questions deserve further discussion.Based on this background this article takes People’s Daily online message board for example,and collects Beijing,Guangdong,Sichuan,Shandong,Anhui and other 10 provinces’ messages and responds as the analysis sample,to explore the status quo of the governance effect of China’s online political platform,which includes two aspects,analyzing the focus of citizens and governments’ participation in public affairs management through LDA topic model by Text Mining Analysis and based on the theory of digital governance,establishing the relevant analysis framework of democracy,technology and system to quantitatively analyze the effect of network political inquiry.It is found that there are differences in the characteristics of message and reply among provinces and municipalities.The way of expression and emotional attitude of citizens are diversified.The governments are mainly characterized with standard and unified replies.The motive of citizens’ message content showing interest tendency;The response behavior of the government is reflected in the linkage of various departments,online and offline cooperation.There is a high similarity between the topics belong to citizens’ demands and government responses.By analyzing the effect of network political inquiry at three levels,it is found that the coverage of network political inquiry channels in all provinces and cities at the technical level is relatively high,and the coverage of media channels is relatively perfect.The network density of cooperative message handling subjects in upper province is still relatively low.High awareness of data privacy protection on security.On the democratic level,it is found that the public has high participation enthusiasm.Local governments have responded with a focus on verification and understanding of the demands.Institution level authority,comprehensiveness and clarity are higher.It also puts forward some suggestions,such as strengthening the application of digital technology to empower the online deliberation,strengthening the people-centered governance principle and innovating the government response mode. |
