Research On Issues ＆ Solutions To Childcare Service For Infants Under 3 Years Old In Foshan

On July 21,2021,the Information Office of the State Council held a press conference on optimizing Fertility Policies and promoting long-term balanced population development.The National Health Commission introduced at the press conference that there are about 42 million children aged 0 to 3 in China,of which 1/3have a strong demand for childcare services.However,the survey shows that the enrollment rate of children under 3 years old in China is only about 5.5%,and there is still a large gap between supply and demand.The problem of difficulty in entering the nursery school and the high cost of entering the nursery school has not yet been solved,and it is still the urgent need of the masses of the people to enter the nursery school well.The report of the 19 th National Congress of the Communist Party of China emphasized "children should have education" and regarded it as an important part of ensuring and improving people’s livelihood.The construction of a childcare service system for infants and children under 3 years old is an important support for the realization of "children should have education" and an important measure to meet the needs for a better life.As a new first tier city,Foshan has a permanent population of nearly ten million,but the childcare service has been in a state of absence of the government for a long time,and families are fully responsible.The quality of childcare institutions in the market is uneven.The imperfect care service system for infants under the age of 3 directly restricts the family’s willingness to give birth,affecting the regional population structure and population quality.According to the research idea of "putting forward problems-analyzing problems-solving problems",this paper uses the combination of literature research,questionnaire survey and interview to investigate and study the childcare services for infants under 3 years old in Foshan.First,it briefly introduces its development status,including the development process,the main measures promoted by the government,and the basic situation of childcare services.Then,it focuses on the analysis of the existing problems from the government and policy levels,such as weak policy support,unbalanced supply and demand of nursery resources,non-standard operation of nursery institutions,uneven quality of nursery services,insufficient support of teachers,and so on.Finally,in view of the existing problems,combined with the typical experience of advanced regions such as Guangzhou,Shenzhen and Shanghai,as well as developed countries such as the United States and Japan,and based on the actual situation of Foshan City,this paper puts forward countermeasures and suggestions from the aspects of increasing government construction and support,enhancing the effective supply of childcare services,establishing an orderly and efficient supervision system,promoting the construction of a diversified childcare service system,and paying attention to the training and development of employees,To provide reference and contribute to the improvement of the care service system for infants under 3 years old in Foshan.
