Facing the requirements of the central government,the grass-roots level has steadily and orderly implemented the "one-shoulder" approach to village-level organization leaders in the process of changing the term of office.Not only have they encountered difficulties and problems,but they are also better realizing "one-shouldering" and giving full play to "one-shouldering".We have accumulated a wealth of experience and practice in terms of "pick" benefits.In this context,this paper takes B County of Guangdong Province as an example,and investigates the role of village-level organization leaders in consolidating the leadership of rural grass-roots party organizations,improving the work efficiency of village "two committees",and saving administrative costs.The advantages of the "one-shoulder" village secretary are analyzed,and the problems of "one-shoulder" village secretary’s heavy workload and "skill panic" are analyzed,and the "one-shoulder" candidate cultivation and selection,supervision and management,resource investment and basic guarantee,and creating a good atmosphere are given.and other countermeasures.
