Research On The Problems And Countermeasures Of The "One Shoulder Pick" Mode Of The Two Committees Of The Village From The Perspective Of Rural Revitalization

Comprehensively promoting rural revitalization is a major task of the new era and new journey clearly defined in the report of the 20 th National Congress of the CPC.To carry out “One shoulder pick” in an all-round way is to carry out the spirit of the 20 th party congress,strengthen the construction of grass-roots organizations,promote the strategy of rural revitalization,and ensure the implementation of the party’s line,policy and decision-making.The effectiveness of the “One shoulder pick” of the party secretary of the village is closely related to the relations,efficiency and centripetal force of the two village committees,great impact on the rural grass-roots party organizations in the key work of rural revitalization of the party building leading role.At the same time,the antagonism between the two groups in rural areas will lead to the decrease of the enthusiasm of the cadres in the two committees and the trust of the villagers in the two committees,which will affect the role of the rural party organizations as the battle fortress in the grass-roots governance.From the perspective of rural revitalization,this paper takes d county as an example,which has completed the transition of the two committees in 2020,and has carried out the pilot project of “One shoulder pick”,this paper studies and analyzes the organization and operation of the village two committees before and after the election of the county’s rural two committees.By the methods of Field Observation,interview and questionnaire,this paper fully understands the present situation of the “One shoulder pick” mode of party organization secretary in D County village by combining qualitative research with quantitative research,and in view of the current difficulties and the reasons for the analysis,the basic situation in rural areas before the change,the movement of the two committees after the change,the “One shoulder pick” effect of the operation and the lack of interviews,at last,the paper puts forward feasible countermeasures,which can provide the thinking of solving problems for the similar regions,and give some theoretical or practical reference for the “One shoulder pick” mode.The investigation found that D county strengthened the cohesion of the village party branch,optimized the quality of the cadres of the“Two committees”and promoted the collective economic benefits of the village through the “One shoulder pick” of the village party organization Secretary,however,there are still some problems in the aspects of election work,team operation,role leadership,supervision and management,etc.The political consciousness is not strong,the policy propaganda is not in place,the power and responsibility of the “Two committees” are not clear,and the supervision and restriction mechanism is not perfect.Aiming at these problems,this paper tries to put forward some optimized suggestions on the“One shoulder pick” from the aspects of party member structure,policy propaganda,division of labor among teams and innovative supervision,etc.In order to promote the rural party organizations governance capacity,enrich the theoretical system of rural revitalization.
