Research On The Implementation Of Rural Residential Environment Improvement Policy Based On Horne Mitt Model ——Take Anding District Of Dingxi City As An Example

Since the 18 th CPC National Congress,rural construction has been comprehensively accelerated,rural production and living conditions have been significantly improved,and the rural living environment has also been greatly improved.The improvement of the rural living environment can be regarded as an inclusive support policy and an important livelihood project.However,under the influence of multiple factors,the implementation of this policy has been blocked to some extent,which has had some impact on the final effect of the improvement of the rural living environment.Taking the policy implementation of rural residential environment improvement in Anding District as the starting point,this paper not only deeply analyzes the deployment and promotion at the county level,but also specifically discusses the current situation of grass-roots governance capacity and governance system,but also objectively understands the impact of the system environment of the policy on the implementation.In order to deeply explore the problems existing in the implementation of rural residential environment improvement policies in Anding District and improve the implementation effect of rural residential environment improvement policies,based on combing the literature on rural residential environment improvement and policy implementation at home and abroad,this paper uses the Horne mitt policy implementation theoretical model,Through field investigation and research,this paper analyzes the implementation process of rural residential environment improvement policy in Anding District.The results show that the implementation of the rural residential environment improvement policy in Anding District mainly shows the following deficiencies: the uneven improvement effect is not in place,the implementation of the long-term mechanism is less,the degree of mass participation is not high,and the working mode is not fine enough.In addition,the phenomenon of "free-riding","avoidance effect" and "broken window effect" are common,Through the logical sequence and analytical framework of Horne mitt’s policy implementation theoretical model,it is concluded that the main reasons are that the policy is not closely combined with the reality,the supply of resources is insufficient,the support is unbalanced,the ability of the executive agency to perform its duties is weak,the means of policy implementation is scarce,the initiative of the executive personnel is not high,and the policy environment is poor.These reasons are both "subjective" and "objective",which jointly affect the implementation process of the policy,and then affect the final actual effect.Considering the systematic,complex and long-term nature of this work,combined with the current economic,social,cultural,and other practical conditions,in order to break through the current dilemma of the implementation of rural human settlements improvement policies,scientific policy formulation is the foundation,increasing the supply of policy resources is the key,innovating the way of policy implementation is the foundation,and optimizing the main body of implementation is the guarantee.Therefore,based on the analysis of the six elements of Horne mitt model,this paper believes that the most important thing for the county-level government represented by Anding District to strengthen the policy implementation effect of rural residential environment improvement is to make a breakthrough from four aspects: first,the policy goal should be in line with the reality and optimize the policy implementation environment;second,it is better to strengthen investment and preference in resources to ensure the promotion and implementation of work;third,the implementation mode should be refined and materialized,and the system and mechanism should be innovated and expanded;and fourth,the relevant authorities should strengthen the role of the executive body and improve the ability and quality of cadres.
