Research On The Obstacles And Countermeasures Of The Implementation Of Community Burden Reduction Policy In China

With the development of China’s social governance and service focus shifts to the grassroots level,the communities in the urban grassroots undertake more and more tasks,and the burden is gradually increasing,which affects the play of community governance and service functions to a certain extent.In this context,from the central government to local governments,community burden reduction policies have been introduced in recent years,but things are in trouble during the implementation.This study combs the main policy documents and key points of community burden reduction from the central government to S City,and reviews the community burden reduction policy with " seven items of burden reduction" as the main contents.The study adopts non structured interviews,participatory observation and case study methods.Taking S city of Y Province as an example,through in-depth interviews with staff of 9communities in the city,listening to the intuitive understanding and response based on the grass-roots practice,obtained the first-hand research materials.It is found that the main obstacles to the implementation of the community burden reduction policy are Admittance system is built without using it,Increasing burden of economic income,Non-standard assessment and evaluation,Still various brands of institutions,Low quality of attending meetings,Not lightening the burden of standing books,Excessive use of seals in issuing certificates,Not establishing information network,Insufficient guarantee in community work.Which lead to the damage of the interests of the main subjects of the community,the breaking of hierarchical trust,and the disorder of community governance.Based on the analysis of the Horn-Meter System Model,the reasons for the obstacles in the implementation of the community burden reduction policy include: The policy objectives and standards are not specific,The supply of policy resources is insufficient,The implementation mechanism is not perfect,The implementing agencies are not active,The good social economic and political environment has not been formed,and The executives are lack of motivation.In order to improve the implementation efficiency of community burden reduction policy,we should Refining and improving policy objectives and standards,Broadening policy resources through multiple channels,Stimulating the executive motivation of implementing agencies and executives,and Building a community governance system of multi governance.
