| With the development of The Times and the improvement of people’s living standards,lottery as a national way to raise public funds develops continuously and rapidly.China Sports Lottery,as an important part of Chinese sports cause,has raised a large number of public welfare funds for sport and other good causes.It will continue to provide financial support for the development of National Fitness and elite sports.Although lottery could raise funds for the society effectively and provide lottery holders the opportunity to obtain high returns,it could result in problem lottery.Problem lottery has become a common public health problem in countries around the world.China Sports Lottery is also facing the challenge of problem lottery.Tragedies caused by the problem lottery occur from time to time.This has become a serious problem that restricts the healthy and sustainable development of Chinese lottery industry.We must pay high attention to it.This study selects the UK National Lottery problem lottery governance as the research object.Under the guidance of governance theory,this thesis starts with the analysis of the current situation of British National Lottery,starting from the analysis of the s current situation of lottery development in the UK.This paper focuses on the system structure,model and specific means of problem lottery governance,and puts forward an implementation strategy for comprehensive management of problem lottery.The main conclusions are as follows:1.Problem lottery is harmful to the individual and family of lottery buyers.The main performances are high frequency of buying and the cost beyond economic ability.Problem lottery governance refers to the method of giving systematic and comprehensive intervention to problem lottery,the purpose is to reduce the occurrence of problem lottery.2.The UK National Lottery has a long history.The National Lottery is set up by the National Lottery act.It is issued by the UK Gambling Commission and is contracted to private companies through bidding.Sales of the UK National Lottery are among the highest in the world and it has a lower percentage of problem lottery buyers,mainly young men.3.UK National Lottery problem lottery governance is a ‘Crowdfunding’ model,taking social organization as the core.The governance has the characteristics of multi-agency collaborative governance to reducing the problem lottery phenomenon.The government leads by legislation,the UK Gambling Commission supervise the lottery businesses by License conditions and codes of practice(LCCP).Social organizations carry out practical preventive treatment according to the responsible gambling strategy,the lottery operation Camelot builds the responsible lottery with the world lottery association’s responsible lottery framework.4.The UK national lottery has the experience of multi-party coordinated governance,perfect laws and regulations,sound regulatory agencies,developed social governance and formed responsible lottery operation.However,there are also some deficiencies such as low degree of citizen participation,inconsistent goals of governance subjects and management means,and weak coercive force of social governance.5.The governance of problem lottery should establish a multi-party governance system,led by complete laws and regulations,set up a special regulatory body,release the function of social organization,develop the operation of responsible lottery and build a complete identification and evaluation system. |
