Likewise, the way to issuethe horse lottery can follow the way of football lottery issuance.At first, we introduced the background of domestic horse lotteryissuance and comprehensively studied the definition, history, and recentresearch progress of horse lottery, from which we concluded that domestichorse lottery should borrow the idea from the issuing pattern of footballlottery. It has also been demonstrated that issuing horse lottery ispropitious for improving sports lottery structure and building the closerelationship between sport games and sports lottery. Then, from the tworespects of economic benefit and social benefit, we analyzed the necessityof issuing sports lottery, from which we demonstrated the advantages ofissuing horse lottery, such as stimulating consumption, giving an impetusto relevant industries, cracking down gambling, propagating horse culture,and enriching the cultural life of people. From the result ofquestionnaire faced to lottery fans from Jiangsu Province, we knew thatmost of the participants have the basic background knowledge and showedinterest in horse lottery. Meanwhile, we put forward several measurementsfor solving the potential problems. At last, we proposed the concretemeasures of issuing domestic horse lottery including operating mechanism,market research, propaganda work, rules and regulations, learning fromexperience, professional groups and so on.
