| At present,China is in an important period of population aging and urgent transformation of industrial structure.When relying on the dividend of population quantity to drive economic growth has become a thing of the past,giving full play to and utilizing the dividend of population quality has become a new idea to solve the shortage of labor force.Population quality depends on the human capital investment in terms of investment and investment efficiency of ascension,however,because of the influence of the factors such as history,policy,our country different development level of regional investment in human capital and human capital investment has on the actual effect of the difference,becoming one of the reasons for the uneven regional economic development of our country.So what are the differences?How do these differences affect economic growth in different regions?This paper analyzes and summarizes these two key problems.First of all,through sorting out the foreign literature,this paper finds that investment in human capital,especially in health and education,plays an important role in reducing regional poverty,narrowing the gap between the rich and the poor,and promoting economic growth.Through combing the domestic literature,it is found that health investment and education investment have different effects on economic growth in countries and regions with different levels of development.Then the eastern,central and western regions in our country health investment and the main body of education investment to the constitution,the change of the regional economy and industrial structure carries on the descriptive analysis found that the total education investment increased year by year,the regional education investment main body quantity proportion is very close,government is the main burden of education investment main body,according to the education investment structure of education investment mainly concentrated in the higher education,secondary education and primary school education,kindergarten and professional education accounts for less;Health investment increased year by year,in the eastern part of social health expenditure accounts for the proportion of health investment,the highest in the central and western government,society and personal health investment proportion,together government health investment is not the health investment has become the dominant,from a perspective,health investment focus to the hospitals at all levels,to grassroots medical institutions and professional health institutions invest less.Higher level of development of the eastern region in terms of human capital investment and industrial structure has absolute superiority,second,the central development level is relatively backward western region the human capital investment and industrial structure though cannot be compared with eastern and central,but in the human capital investment on the proportion of GDP is beyond the eastern and central parts of the instructions in the western region is very attaches great importance to the quality of the population increase and the accumulation of human capital.Based on the empirical analysis of the panel data from 2004 to 2017 in the whole country as well as the east,central and western regions,it is found that education investment has played a significant positive role in promoting the economic growth of each region.The promotion effect of healthy investment on regional economic growth is not significant,the main reason lies in the influence of insufficient total investment of human capital and unreasonable allocation of resources.Finally,for the central and western regions,this paper proposes to increase the total investment in education and health,strengthen the leading role of the government and society as the main body in health investment,accelerate the transformation of industrial structure,increase the fixed capital investment in the western region,and increase the proportion of education investment in the gross domestic product in the eastern region. |
