Micro Mechanism Of Outmigration Of Highly Educated Floating Population In Beijing

In 2019,National Development and Reform Commission(NDRC)released the document”Key Tasks for New-type Urbanization”,which clearly stated that mega cities should "enhance the capabilities of elements concentration,high-end services and technological innovation",pay attention to industrial upgrading and give full play to their advantages in industrial selection and talent introduction,increase economic density,strengthen innovation drive and optimize industrial clusters.Beijing,as the capital of China,is strategically positioned as the center of politics,culture,international communication and scientific and technological innovation.The highly educated floating population as a talent element,played an important role in the upgrading of Beijing’s industrial structure and the formation of an economic growth pattern supported by technological innovation and high-quality human capital,which are conducive to the realization of the strategic positioning of the four centers and the key tasks of new urbanization in Beijing.Therefore,it is of great significance to study the micro mechanism of outmigration of highly educated floating population in Beijing.Based on the literature review and interview data of highly educated migrants in Beijing,this paper constructs the Core Life Goals Based Residence Selection Model(CLGRSM)to explain the reason behind their out-migration behavior.In empirical analysis,this paper adopts the Probit model with sample selection bias correction and the endogeneity test to verify that housing purchase and children’s education are two important factors influencing the outmigration of people with higher education background.Then,by comparing the costand difficulty of the housing purchase and children’s education of Beijing and other cities,some highly educated immigrants prefer to stay in Beijing,while some choose to move out of Beijing.Finally,based on the CLGRSM,this paper puts forward the following suggestions.First of all,it is suggested that the government could make policies that are conducive to the houses purchasing and the children’s education of the highly educated migrants in Beijing.Meanwhile,for the highly educated migrants who are in short supply in the development of advanced industries,relevant preferential policies should be carried out to provide them the green channel for their children to accepteducation.Secondly,it is believed that the government should improve the urban amenities,especially the construction of key industrial parks and functional areas as well as the surrounding facilities,so as to improve the residential satisfaction of the migrant population with higher education background.Thirdly,we should improve the tolerance of Beijing,which means that we are supposed to embrace people from different places and ethnic groups,who speak different languages and have different values.In addition,we should encourage and advocate various forms of cultural and recreational activities to meet the spiritual satisfaction of different groups and improve residents’ living happiness.
