Adult education policies and regulations are based on the development goals of the party and the country for a certain period of time to formulate action guidelines and normative documents to achieve the development goals of adult education.Looking back on the developmental history of adult education,we can see that the reform and development of adult education are conducted under the guidance and constraints of adult education policies and regulations.By combing the evolution of adult education policies and regulations,we can see the history of adult education from another perspective.The United States is one of the earliest countries in the world to carry out adult education.The development of adult education has gradually matured,which is inseparable from its formulation of comprehensive adult education policies and regulations.This article takes the period of time the 1980 s up to now as the time node,and focuses on the representative Chinese and American adult education policies and regulations,during this time.Through the analysis of the content of the policy text,it can be seen that since the 1980 s,in the development of adult education,both countries have begun to build a lifelong learning society,but they have different value orientations.The value orientation of Chinese adult education policies and regulations is reflected in the value orientation of socialist ideological and moral education,serving the development of economic construction,from focusing on social development to the common development of people and society,and building a lifelong education system.The value orientation of American adult education is much manifested in the pursuit of educational equity,the emphasis on improving the quality of education,serving the national interests,and cultivating lifelong learning capabilities.By comparison,I find that there are some similarities and differences between these two countries.After the comparison,the reasons for the differences are analyzed from the three factors of political,economic and cultural values.Comparative research should not only be a simple comparison,but also needcondition discovery and enlightenment.In the previous analysis and comparison,we can draw constructive suggestions on the formulation of adult education policies and regulations in China.And specifically proposed from four aspects:First,it is to speed up the legislative work of adult education in China.Second the adult education should pay more attention to the realization of social equity.Third,increase the special funding for the development of adult education,and finally it should adhere to the people-oriented concept.
